Avec la mise en place en décembre 1988 de la Commission Hammarskjöld et la nomination un an plus tard du Panel d'experts présidé par l'ambassadeur Wilenski, le Directeur général s'est engagé dans un processus de réformes de l'Organisation.

With the establishment of the Hammarskjold Commission in December 1988 and the appointment one year later of the panel of experts chaired by Ambassador Wilenski, the Director-General embarked on a process for the reform of the Organization.
