UNESCO’s System of Information on Strategies, Tasks and the Evaluation of Results
(SISTER)

 


The programming and monitoring System for the programmes presented below is designed to enable the construction of the Programme and budget (C5) of the Organisation, as well as the monitoring of progress and all the adaptations likely to be required during realisation.

It is based on the concept of results and on a principle of responsibility.

It is designed to operate throughout the Organisation in Intranet and Internet modes, thereby making it a common tool for the entire Organisation at Headquarters and in the Field.

As a management System, combining the functions of programming and monitoring and presenting information in a qualitative and quantitative form of progress report, it is designed to integrate the programming and monitoring of all forms of action by the Organisation, which are not limited either to the regular programme or to the scope of the Major Programmes only.

This tool is the first step towards setting up an overall information System for the Organisation. It is also an initial attempt to change a certain number of ways of designing actions and programmes, by emphasising the concept of result. These two features underline the fact that it is an initiative designed to evolve with time, benefiting from the experience of all. As such, it is an opportunity for us to make headway together and find new solutions.
