Zone de Texte: CCIVS and its cooperation with the Council of Europe Youth Sector
Zone de Texte: CCIVS is a member of the Advisory Council on Youth. CCIVS’ mandate started in February 2006 and will end in October 2008.

Being one of the 30 international organisations and networks represented in the Advisory Council, CCIVS provides opinions and inputs about the activities of the Youth Sector and ensures the representation of youth in all the other sectors of the Council of Europe. The Advisory Council represents the voice and the expertise of young people inside one of the oldest European intergovernmental organisations through the so called co-management system.


The co–management system

Today the Council of Europe Youth sector is the sole intergovernmental institution involving non governmental youth organisations and networks in the decision-making process. This is done through the existence of the Advisory Council, the European Steering Committee on Youth (CDEJ) and the Joint Council (composed by the Advisory Council and the CDEJ). While the Advisory Council is composed of young people representing the non governmental youth sector, the CDEJ is composed of representatives of ministries or bodies responsible for youth policies in the Council of Europe member states. When sitting in the Joint Council, all the NGOs representatives and the governments’ representatives establish the objectives, the priorities and the budget envelops of the Council of Europe youth sector.

In their capacity as members of the co–management system, 8 members both from the Advisory Council and the CDEJ also compose the Programming Committee, which is responsible for the establishment, the monitoring, and the evaluation of the programmes of the Youth Centres and the European Youth Foundation.

Representing a unique possibility in the field of youth policies and youth programmes, the co–management system ensure the involvement of youth organisations and networks in the creation and the implementation of European policies and programmes affecting the life of the younger generations.
