- The Nominations Committee shall consist of the heads of all
delegations entitled to vote in the Conference.
- The head of a delegation may designate another member of his or her
delegation to attend meetings and vote in his or her place.
- The representative of each delegation on the Committee may be assisted
by another member of his or her delegation.
- This Committee shall elect its own Chairperson.

- The Nominations Committee, after receiving a report from the Executive Board, and
without any obligation to accept its recommendations, shall determine and submit to the
General Conference the list of nominations for the posts of President and of the
Vice-Presidents of the General Conference. It shall submit to the General Conference
proposals for the composition of committees, commissions and other subsidiary organs of
the Conference on which Member States are not all represented.
- It may suggest for consideration by the commissions, committees and other subsidiary
organs of the Conference the names of persons to serve as Chairpersons, Vice-Chairpersons
and Rapporteurs of these bodies.
- Only representatives of Member States are eligible for the posts of President and
Vice-Presidents of the Conference, and of Chairpersons, Vice-Chairpersons or Rapporteurs
of its committees, commissions or other subsidiary organs.
- The Nominations Committee shall also consider nominations for vacant seats on the
Executive Board, having regard to the principles laid down in Article V.A.3 of the Constitution. It
shall submit to the Conference general observations on the manner in which that article
should be applied, together with a list of Member States that are candidates.
- The Nominations Committee may also submit to the General Conference proposals for the
composition of other organs whose members are to be elected or otherwise designated by the
General Conference.
