Documents of the General Conference

There are a great many General Conference documents; some of them are bound and can be recognized by the colour of their cover. Old General Conference hands often refer to them by their number or symbol, which will be explained here. All documents bear the symbol 31 C/, which stands for the 31st session of the General Conference.

These are documents requiring a decision by the General Conference.
31 C/1 Prov. Rev.: Revised provisional agenda of the 31st session, with an annex containing a provisional list of documents
31 C/2: Organization of work
31 C/3: Report of the Director-General (1998-1999)
31 C/4: Medium-Term Strategy (2002-2007)
31 C/5: Draft Programme and Budget for 2002- 2003
31 C/6: Recommendations by the Executive Board concerning the Draft Programme and Budget

These are information documents.

These documents contain information regarding elections (e.g. the names of outgoing countries and the number of seats to be filled).

These documents contain the statutory reports of UNESCO’s intergovernmental committees and councils submitted to the General Conference, and the reports of governmental, regional and international conferences.

These documents contain draft resolutions submitted by Member States and Associate Members.

Provisional records of plenary meetings or VRs (verbatim records) are compiled in the working language used by each speaker and are available every day from Documents Distribution. Any corrections must be submitted in writing, preferably within 48 hours, to Documents Reception.
In the case of meetings of commissions and committees, sound recordings only are made; these recordings are kept in the Organization’s archives, where they may be consulted.
