Background:
Anelcauhat Youth is a youth group in Anelcauhat
Village, Aneityum (Anatom) Island. It is the southernmost inhabited island in the Vanuatu archipelago. We currently
have 84 members (male & female). The youth group
has been around for more than 7 years and has
involved actively in youth developments in the
community as well as other community developments.
However,
Anelcauhat Youth has never been involved in any
environment projects in the past years and the
youths are now very keen to involve in environmental
services as a result of the awareness and information
gathered from the 'Participatory Learning and
Action' (PLA) workshop conducted in the community
between 25-31 May 2006 by Foundation for the Peoples
of the South Pacific Vanuatu (FSPV), Fisheries
Department and Wan Smolbag Theatre.
The marine
environment is a vital source of livelihood in
Anelcauhat. Participants in the PLA workshop conducted
between 25th May-31st May 2006 by FSPV, Fisheries
Department and Wan Smolbag has identified the
poor waste management in Anelcauhat as a threat
to our marine environment as people continue to
use the sea as their dumping site. Therefore this
project will focus on the control of waste in
the village through best practice upon the expert
advise of the Environment Unit and other relevant
authorities in Vanuatu.
The long
term objective of the Anelcauhat YES (Youth
Environmental Services) Project is to stimulate
wise waste management in Anelcauhat and hope nearby
communities can learn from the project.
Objectives:
- Organize youth groups and other groups in Anelcauhat
to get involved in environmental services such
as coastal clean up campaigns;
- Facilitate
the youth group and the community to dig rubbish
pits for communities to use for dumping as a way
of encouraging wise waste management
Activities:
- Collaborate with the relevant government authorities,
including the Environmental Unit to implement
the following activities:
- Engage
residents of Anelcauhat in raising awareness of
improper waste management practices and the need
for a rubbish pit. Specific activities to include:
a minimum of 2 village meetings; posters to be
made and displayed around the village; house to
house visits;
- Plan, organize
and hold a three day workshop with all stakeholders
to identify key rubbish management problem and
identify solutions with expertise from the Environment
Unit and FSPV (Foundation of the Peoples of the
South Pacific Vanuatu) taking into account best
areas for the pits and how to use it, recycling
and how to dispose non-biodegradable objects;
- Dig rubbish
pit with the assistance of local experts and authorities;
- Monitor
the use of rubbish pit; identify challenges and
success as relates to the community's use of the
facility;
- Conduct
a one-day workshop with all stakeholders to address
the challenges identified during the monitoring
process and investigate and report on ways of
increasing the use of the rubbish pit in the future;
- Publicise
all the activities through local radio, television
and newspapers;
- Evaluate
the effectiveness of the project with photographs
before and two months after the activities and
conduct surveys of a minimum of 50 residents before
the activities and after to determine their awareness
of proper waste management techniques; analyse
and report on the results;
Progress
Reports:
4 February 2008 On the 16th of November a workshop was organized by the Anelcauhat
Youth Group, the community and facilitated by a resource person from
FSP Vanuatu.
The objectives of the workshop was as follows:
- To identify causes of the community problem for improper actions
on Rubbish Disposal;
- To identify Youth Groups and Stakeholders to address the
problem;
- To develop a waste management action plan for the Youth Groups
to address the Problem;
- To develop the mentality of youths in participating in Health
related issues( positive social activity) using the YES project.
Around one hundred members of Anelcauhat community were
present during the workshop. Both genders were well represented. The outcomes of the workshop are as follows:
- The waste management action plan was launched and signed
by the council of chiefs and witnessed by NGOs, government
officials as well as community members.
- National Prosecution Office also had an opportunity to carry out
a short awareness talk during the workshop on three topics
related to increase outside visitors to Annelcauhat Village. That is, child pornography, scam and pollution.

Regarding the turtle that is used on the photo (above-right) when signing the agreement, Tevi Maltali explains, "The waste management plan is part of a bigger resource adaptive management plan of the community that was launched together at that time. The turtle has strong cultural significance to this community and it was let go after the signing based on the cultural presumption that it will travel out to let the world know about their resource management initiatives."

"We first held a meeting with the youths on the island to discuss the project and explained about the importance of having this opportunity. 3 weeks ago, they launched the project. The youths went house to house to explain the objectives of the project and the importance of keeping the island clean.
In early November, Tevi Maltali along with The Foundation for the Peoples of the South Pacific Vanuatu (FSVP) will come to the island of Aneityum to organize a 3-day workshop on waste management. After the workshop they will then have the knowledge and along with the community, to begin digging the rubbish pits." - Ben
