Hurricane damage is often most severe where coastal systems have been impacted in the past.  For instance here at Sturge Park in Montserrat, the beach and dunes were extensively mined in the 1980s.

After Hurricane Hugo in 1989, there was extensive damage at this site and even a couple of years after the hurricane, the low land behind the beach was still being eroded, the protective dunes having long disappeared.
