2. OVERVIEW OF WORKSHOPS
OPENING OF TECHNICAL WORKSHOPS
Participants in all six technical workshops, including the workshop on Sustainable Coastal Development: The Role of Communication and Education, attended the combined opening session held on Saturday, 18 July 1998, in Maputo. H.E. Mr. Bernando Ferraz, Minister for Co-ordination of Environmental Affairs of Mozambique, officially opened the Technical Workshops. Dr. Patricio Bernal, Intergovernmental Oceanographic Commission of UNESCO, Mr. Halifa Omar Drammeh, UNEP, and Mr. Jarmo Kuuttila, Government of Finland, made opening statements.
H.E. Antimba Toivo ya Toivo, Minister of Mines and Energy, Namibia, gave a keynote address on Diamond Mining in Littoral Zones. A panel discussion followed with Minister Toivo ya Toivo, Dr. Bernal, Prof. Salif Diop and Ms. Wambui Kiai.
WORKSHOP ON COMMUNICATION AND EDUCATION
Prof. Diop and Ms. Kiai were appointed Chairperson and Rapporteur, respectively. The list of participants is given in Annex 1 of this report. All seventeen invited experts and one UNESCO staff member contributed papers for the workshop. These are included in Part B and Part C of this document.
To set the scene for the workshop, Dr. Michaël Atchia, Mauritius, Mr. Alonso Aznar, UNESCO Nairobi Office, and Prof. Diop, Senegal, gave introductory presentations. Several other authors gave brief overviews of their papers and these provided the basis for a general discussion of the issues.
Working groups
To develop recommendations the workshop was divided into three working groups on: higher education (chaired by T. Sankey ), pre-unive rsity education (chaired by O. Hall Rose), and communication and public awareness (chaired by A. Aznar). To keep the interdisciplinary spirit of the workshop, all groups included experts from each topic area. Each group presented its conclusions to a plenary session of the workshop for comment and discussion, and produced a situation report and recommendations for action. These written submissions we re linked together to produce the contri bution from this workshop to the joint report of the technical workshops. This is the primary output of the workshop and is given in Section 3
CLOSURE OF TECHNICAL WORKSHOPS
At a final combined plenary session held on Monday, 20 July 1998, for the six technical workshops, a presentation was made on the outcome of each workshop. Ms. Wambui Kiai presented the results of this workshop as its rapporteur.
CROSS-CUTTING WORKSHOP
The Cross-cutting Workshop, held on 21 and 22 July 1998, included formal representatives (chair, rapporteur and one other representative) from each technical workshop. A number of other participants in the Cross-cutting Workshop had been active contributors to the workshop on Sustainable Coastal Development: The Role of Communication and Education. The Cross-cutting Workshop approved two texts relating to the technical workshops for onward transmission to the PACSICOM Ministerial Conference. The first is the Joint Report of the Technical Workshops, from which the communication and education part is presented in the following section. The summary statement and specific recommendations by the technical workshops is a shorter overview, prepared jointly by the convenors of the technical workshops, and is given in Section 4.
