Article 4 of the Convention deals with the General Assembly of the States Parties to the Convention which is its sovereign body. The General Assembly shall meet in ordinary session every two years, and it may convene extraordinary sessions if it so decides, or at the request either of the Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage, or of at least one-third of the States Parties. The General Assembly shall adopt its Rules of Procedure, conduct its meetings following these Rules, and discuss and eventually approve the documents that the Committee will prepare on its behalf.

During its first session, the General Assembly determined the contributions States Parties have to pay to the Fund for the Safeguarding of the Intangible Cultural Heritage (article 26.1 of the 2003 Convention). It also elected the members of the Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage.
