The 'molinos nuevos' (new mills) constructed as an initiative of the Conde de Floridablanca (Count of Floridablanca), functioned with an elevated flow obtained by way of a 'presa' or 'azud' (dam).  Once the water had been stored in the channel, each miller would open the door of their mill and the flow of water would descend rapidly to the collector until the motor wheel was activated. The 24 mill wheels operated in this way.
