PALESTINIAN EXECUTING AGENCY:	Ministry of Education and Higher Education Council for Higher Education, Private Sector.
PROJECT STATUS:	A data base concerning "Palestinian expatriate experts" is being set up and a matching list of "host institutions" established.
DURATION:	24 months after obtention of funds .
TOTAL BUDGET:	US $ 620,000.00 .
FUNDS SECURED TO DATE:	US $ 20,000.00 .
ADDITIONAL FUNDS REQUIRED:	US $ 600,000,00 .

• Background and Justification:The migration of the Palestinian people is the product of successive wars, most notably the wars of 1948 and June 1967. Consequently, waves of emigration exacerbated the " brain-drain " of the Palestinians, a population that had given high priority to education and consequently was one of the most educated in the Middle East .
• Objectives:Palestinian academics and experts living abroad will be approached for volunteer work in public and private institutions in the West Bank and Gaza Strip .
• Main activities: During the initial phase, the project will concentrate on universities and collages. About 50 missions of expatriate Palestinians are envisaged .
