Firm but at the same time conciliatory, she is a staunch advocate of the rule of law, good governance, social equity, cultural diversity as well as women's and children's rights. She has presided over various regional and international bodies where her skills in mediation have often helped steer discussions towards a successful conclusion.
A recipient of foreign decorations as well as honorary academic titles, her nomination is endorsed by the Association of Asian Social Science Research Councils (AASSREC) which has cited her for her extensive experience in dealing with social issues. The Association, in its Resolution of Support for Mrs. Manalo, calls for the election of "a distinguished and highly-qualified person from a developing country in the Asia-Pacific region to become the next UNESCO Director General. "
Secretary General Manalo's management skills have been responsible for the smooth and efficient running of offices she has headed in the Department of Foreign Affairs in Manila as well as the diplomatic missions in France, Belgium and Sweden where she served as Ambassador. Efficiency, accountability and courtesy have been hallmarks of her management style. In the offices that she currently runs, namely the Office of the Undersecretary for International Economic Relations and the UNACOM, she has introduced the system of cost-benefit analysis to assess the overall performance of these departments.
Mrs. Manalo is the prime mover of the establishment of the Center for Adult Education in the Philippines now based in the SEAMEO-INNOTECH regional office and being executed by specialists in non-formal education. This Center is envisioned to be a model for adult education which would be replicated in countries in the Southeast Asian region.
She has also contribued in the efforts to strengthen the centers of learning for mentally handicapped children in the Philippines through mobilizing individuals and institutions for sources of funds to assist these learning centers. |
