How do we operate ?

At the level of programme management, the programme officer is based at the UNESCO Headquarters in Paris and oversees the development of the programme and ensures the day-to-day co-ordination.

A Technical Working Group of programme staff, representatives of the ADEA Working Group on Books and Learning Materials and educational and publishing experts meet twice per year to discuss the progress of the BLM Initiative and to make recommendations for its continued support to the countries.

At the country level, the programme works with UNESCO Field Offices, UNESCO National Commissions and the respective Ministries of Education. The involvement of local authorities and regional bodies is seen as crucial to ensuring local ownership and impact of activities generated through the programme. Efforts are made to encourage co-operation with international partners to ensure complementary activities in the field with the national partners. Technical assistance draws on pedagogical and publishing expertise in the region with technical back up from international experts where needed. Mechanisms for continuous planning and management are built into programme process. These encourage the active participation of stakeholders in policy dialogue, ranging from institutional partners and educational institutions to commercial publishers and NGOs. The methodology also provides a certain flexibility that allows the programme to respond to the needs of stakeholders while keeping the overall objectives in mind.
