UNESCO provides technical support services for the development of education policies, strategies and programmes in Member States, in the framework of international development co-operation. The Division for the Reconstruction and Development of Education Systems (ED/ERD), working in collaboration with UNESCO's field offices, is the focal point for these UNESCO's upstream activities for sector-wide reconstruction, reform and development of education systems.

The Division's work programme is structured according to three main complementary and interconnected streams of activity:

support to national upstream activities including the formulation of education sector-wide policies, strategies and actions plans, related policy dialogue and donor mobilisation under the responsibility of the Section for National Policies and Action Plans;

specialised advisory services in the field of educational architecture for all education levels including upstream activities for planning, design and maintenance of educational buildings and furniture as well the rehabilitation and construction of educational buildings in special situations (post-conflict reconstruction, educational innovations, buildings of cultural value …), under the Architecture for Education Section;

support to cross-country initiatives for the development of the process and content of educational reform and reconstruction policies, through field related regional or international working groups and partnerships, and through development and dissemination of innovative conceptual thinking, under the Section for Educational Policy Studies and Development.

These three Sections are currently undertaking projects and other activities in more than 40 countries throughout the world.
