UNESCO finalized, in collaboration with UNDP and the Malian Steering Committee of PRODEC, the Programme Support Document (PSD) Support to "Programme décennal du développement de l'éducation au Mali". The budget of this new project totals US$ 9 millions. It will be executed under NEX modalities (i.e. by the Malian Government). However, UNESCO will be requested to implement activities worth almost US$3 millions, aimed at implementing four project components, namely institutional capacity building, culture of peace education, girls' education and women's literacy teaching in the Northern regions of Mali, and the TOKTEN programme.

An essay entitled "An Approach to Preparing National Education Reform and Programmes under International Co-operation: Some Reflections on the Future of Upstream Work" was presented by M. Asghar Husain, Director of the Division for the Reconstruction and Development of Education Systems (ED/ERD) on 14 May 1999.
