National capacity building
An important component of most educational building programmes relates to human resource development, which includes the development of national capacities through the strengthening of national school building services and training of local architects, engineers, craftsmen and labour and the mobilization of local resources. The use of local labour and materials not only reduces costs, but also generates a sense of ownership by the community and encourages a culture of maintenance.
