In order to support education reforms and policy development, UNESCO develops independent conceptual work in the area. This work is undertaken by the Section for Educational Policy Studies and Development.

The Organization pursues two strategies in this regard:

Intellectual co-operation and scholarly and practical research presented in publications and at international seminars and conferences
Acting as lead agency for the Working Group on Education Sector Analysis (WGESA) which aims at improving the use, accessibility and quality of education sector analysis

Research

In the recent past, the Section has focused on bringing a large number of recognised education researchers together to reflect on issues, such as:

Indigenously and exogenously generated education reform in developing countries;
The role of research in policy-making;
The new thinking in development co-operation; and
Successful and unsuccessful modes of collaboration between governments and agencies.

Two major books have resulted from this research and reflection:

Education Reform in the South in the 1990s
Changing International Aid to Education

Working Group on Education Sector Analysis (WGESA)

In pursuing its objectives of improving the use, access and quality of education sector analysis in Africa, the thrust of WGESA’s present activities is as follows:

Creating and reinforcing networks among researchers, policy-makers and implementers and agencies;
Technical assistance to countries developing innovative approaches to education sector analysis;
Providing resources and intellectual support to national research teams who review the process of education sector analysis in their countries;
Undertaking studies of sector approaches to education development; and
Furthering sharing of national experiences in education sector analysis by arranging regional seminars.
