Intersectoral Policy and Programme Formulation
Increasingly, Member States emphasize national development objectives such as poverty alleviation and human development. Upstream work in this area usually involves technical contributions from a diversity of international agencies and national ministries and thus requires complex inter-agency collaboration work, under the co-ordination of a lead agency.
In close partnership with other agencies such as UNDP, UNESCO has acted both as Executing or Associate Agency, working together with the ILO, FAO and UN-DDSMS for the elaboration of human development national strategies and programmes and for the creation of Human Development Observatories. UNESCO has also contributed to "operationalizing" the concept of "Sustainable Human Development" in various context at the field level.
