Methodological Guidelines on Upstream Activities

In order to diversify and reinforce UNESCO's upstream services, the Section for National Policies and Action Plans is preparing a set of information notes and methodological guidelines on upstream activities, addressed to UNESCO field offices, national educational authorities and other international partners.

These guidelines will capitalize on UNESCO's broad experience in the field of upstream activities in Member States and present the steps, approaches and methodologies most commonly used when the need arises to undertake various forms of upstream activities for the reconstruction, reform and development of the national education systems. These guidelines will also take account of approaches adopted by other bilateral and international development cooperaiton agencies.
