SUMMARY

Objectives

The above-mentioned project had three main objectives:

To upgrade the planning and management skills of staff members of the Ministry of Education, Youth and Sport (MOEYS) at central and provincial levels;
To upgrade education management information systems at national and provincial levels and collect baseline data to determine the current status of education development and measure future development;
To initiate the process of sector analysis, strategy development and planning based on the activities and results achieved under the previous objectives.

Results obtained

The project results in three major achievements:

Basic knowledge and skills in education sector management within the MOEYS (central and provincial levels) was built through training of about 1050 senior officials; A core group of fifteen experienced national trainers has been created; Learning materials and methodology are available in Khmer and English; A national training unit has been created (Education Management Office, EMO).
A fully functioning Education Management Information System Center has been created, its staff trained in all necessary functions; The Center produces annual education statistics and principal indicators for each province and for the national education system; The EMIS capacity was extended to all provinces.
A core national capacity in education sector analysis and planning has been built through the training of 32 senior officials from central MOEYS Departments and from four selected provinces; Alternative strategies for the development of primary and lower and upper secondary education for the period 1999/2000 have been designed.

Recommendations

In order to achieve sustainability and strengthening of the project results, the MOEYS should ensure financial and technical backstopping to the EMO and EMIS Center for (i) integrating all the staff training function of the project into the normal activities of the EMO and the EMIS function into the Planning Unit of the MOEYS; (ii) maintaining sufficient permanent staff members, (iii) providing further training and new learning opportunities to its staff (at central and provincial levels).

Furthermore, the MOEYS should expand its experience among the senior staff members to participate in sector strategy dialogue, through the use of EMIS information and the Cambodian Education Projection Model.
