Abstract: Reading the different contributions to this volume, it is difficult to avoid the conclusion that much discussion of scientific and technological literacy is concerned directly or indirectly, with the world in action, with effecting or influencing change in such fields as the environment, health care, sanitation, water supply, agriculture, science/technology policy, etc. Since action is commonly related to purpose and values, there is an obvious link with some of the issues discussed in the previous section. However, the underpinning notion here might be described as the development of scientific and technological literacy in ways that are enabling and empowering.
