    Thailand has prepared a long-term education plan, the National Education Development Plan for 2002-2017, a medium-term plan, the 9th National Education Plan for 2002-2007 and a short-term plan, the Annual Budget Plan by the Ministry of Education (still on-going). However, review of existing plans is needed in order to strengthen the six EFA goals in them.

    The review of EFA indicators must be undertaken, the EMIS and ICT systems must be improved. Public hearings have been conducted together with NGOs and professional bodies which have involved primary school, secondary school and university students as well as the Women’s Association. Inter-sectoral consultations are weak and more agencies need to get involved in the planning exercise.
