    The goal of the Vietnamese government is to prepare the National EFA Plan for the period of 2002-2015.

    a) to develop the technical approach to be applied in the preparation of the EFA National Action Plan,

    b) to analyze the current situation of EFA component areas,

    c) to define and identify the EFA needs of special population groups,

    d) to set national EFA goals and targets,

    e) to prepare a draft component plans and a draft National EFA Plan and

    f) to finalize the draft National EFA Plan.

    The purpose is to involve different teachers’, women’s youth, peasants’ and professional unions, associations and institutions through forums and consultations. Inter-sectoral consultations include data collection, information sharing, roundtables and interaction with poverty reduction and human resource development sectors.
