| - No EFA plan / committee.- Education sectorial reform and innovations in process (pre-primary, primary, and vocational), which will be implemented starting in August 2002. These innovations cover essentially the Dakar goals, but it would be beneficial to have an EFA national committee. The policy plans according levels exist, and the challenge is to put them together as one education plan.- Lack of financial and human resources to involve all the 5 islands in EFA planning process. |
