The international community will deliver on this collective commitment by launching with immediate effect a global initiative aimed at developing the strategies and mobilizing the resources needed to provide effective support to national efforts.

UNESCO has started a process to develop a global initiative in response to this call in the Dakar Framework for Action and has reached agreement with bilateral and multilateral agencies and non-governmental organizations on a 'common understanding paper'. This agreement on external funding strategies and resource management, is expected to shape the work of development partners in the coming years.

Agreement was reached at the Meeting of finance experts (UNESCO, 28 February to 2 March 2001) and at the NGO Consultation on 2 March 2001 based on discussions on the UNESCO draft paper "Development Partner Co-operation in Support of Education for All: Rationale and Strategies"
