High-Level Group

A High-Level Group on Education for All is convened annually by Koïchiro Matsuura, Director-General of UNESCO. It brings together some thirty Ministers of Education and of International Co-operation, heads of development agencies and civil society representatives. Its role, as stated in the Dakar Framework for Action (paragraph 19), is to sustain and accelerate the political momentum created at the World Education Forum and serve as a lever for resource mobilization.

Early Childhood Education is the main theme of the Sixth Meeting of the EFA High-Level Group.
Egypt’s Prime Minister, Ahmed Mohamed Nazif, and UNESCO Director-General Koïchiro Matsuura will open the meeting, which will be held in Cairo, Egypt, from 14-16 November. Contact: efa@unesco.org

The 5th meeting of the High-Level Group on Education for All will bring together several heads of State and Government, some thirty Ministers of Education and of International Co-operation, senior officials of development agencies and civil society representatives. The meeting will take place from 28-30 November in Beijing, China.


  • The 4th meeting of the High-Level Group on EFA
    Brasilia, 8-10 November 2004     HIGH LEVEL GROUP

     The fourth meeting opened in Brasilia on 8 November in the presence of President Luiz Inacio Lula da Silva. A keynote address was given by Mr Arthur Zahidi N`Goma, Vice-President of the Democratic Republic of the Congo, and a special message on girls` education was delivered by Ms Carol Bellamy, Executive Director of UNICEF. Mr Tarso Genro, the Minister of Education of Brazil, chaired the opening ceremony.
