Literacy in the framework of the proposed United Nations Decade for Literacy

The General Assembly of the United Nations adopted in December 1999 a resolution to consider proclaiming a United Nations Literacy Decade as part of the global efforts towards Education for All (A/RES/54/122).

This initiative was endorsed by participants at the special session on literacy held during the World Education Forum (Dakar, April 2000) and by the special session of the United Nations General Assembly "World Summit for Social Development and Beyond: Achieving Social Development for All in a Globalizing World" (Geneva, June 2000).

The United Nations Secretary-General requested UNESCO to prepare a Draft Proposal and Plan for a United Nations Literacy Decade for its submission to the fifty-sixth session of the United Nations General Assembly. This session is expected to proclaim the United Nations Literacy Decade.

A Discussion Paper, prepared by UNESCO - Literacy for All: A United Nations Literacy Decade - focusing on a renewed vision of literacy has received the comments of various stakeholders and individuals, and has enriched the Draft Proposal and Plan.

This Draft Proposal and Plan was also submitted for the consideration of UNESCO's Executive Board at its 161st Session.
