Terms of Reference of ARABEFA

a. Identifying regional needs;

b. Mobilizing resources within the region;

c. Setting up a collaborative mechanism that allows countries to prepare and implementing their National Plans of Action;

d. Coordinating advocacy with governments;

e. Ensuring synergy between all existing regional networks in all domains linked to the development of basic education

f. Reinforcing the institutional capacities of States to permit them to implement their national plans of action and particularly strengthening countries' capacity to collect and use statistics for providing normative guidance on educational reform and planning
