- The Right to Education: an Emergency Strategy
All emergency programmes are designed first and foremost to enable people to survive: rehousing, feeding, clothing and looking after the victims are the initial aid reactions. However, if these victims are to feel secure, more must be done. Education has a fundamental role to play, enabling them to regain hope, dignity, the will to live, and the ability to overcome obstacles. Education is, in fact, essential. It is implemented under exceptional conditions and with exceptional means.
