From 7 to 10 June 1994 more than 300 delegates* met in Salamanca, Spain, for the
World Conference on Special Needs Education. Hosted and organized by the Government of
Spain in close collaboration with UNESCO, the Conference was organized to address the
shortfall in special educational provision globally and the ways in which improvements could
be made. The debate was set within the framework of education for all, working towards
