"Education of adults - way toward reforms and democratization of Bosnia and Herzegovina"

The Learning Festival 2003 in Bosnia and Herzegovina will take place on 1 - 5 October in different locations of the country. As stated in the motto of the Festival, this year's activities will concentrate on the democratization of the society. Special weight is also laid on increasing people's motivation to learn and promoting possibilities for the parts of society which are in a risk of marginalisation, namely the young unemployed, illiterate people, the Roma, and the people returning to their home countries in the Balkans after the civil war. The Festival also aims at expanding the already flourishing network of Learning Festivals in South-East Europe: Bosnia and Herzegovina will also take part in the common South-East European Learning Festival in Macedonia in October.

The overall goal of the Learning Festival in Bosnia and Herzegovina remains to promote Lifelong Learning. Together with the media, several NGO's and other partners the organisers are also lobbying for an improved legislation taking into account the importance of Lifelong Learning and adult education as an investment for the society as a whole.

As during the previous years, the festival is organised by Amica EDUCA, together with the Institute for International Cooperation of the German Adult Education Association, number of experienced Learning Festival partners, Ministry of Education, and new partners from the governmental organisations.

   2002
The Learning Festival 2002 in Bosnia and HerzegovinaAmica Educa, using psycho-social approaches to help people develop methods to help themselves and to improve their quality of live, organized the third Learning Festival in all of Bosnia-Herzegovina in the first week of October 2002. In the context of multi-ethnic communities in the two parts of the country, the festival was carried out under the overall theme of "Learning - Ways to Integration". Specific focus was made on foreign languages and modern media - with a view to cooperation and exchange with other countries. Two other highly interesting and relevant topics consisted in "A new future for children is built by adult education", and "gender equity in lifelong learning."

Background...
The first Festival of Learning in Bosnia and Herzegovina took place on 8 September 2000. More than forty organizations had gathered in Tuzla during the day to manifest their modern, alternative and creative methods of and approaches to adult education.

From 2 - 6 October 2001, a ten-month campaign aiming at raising awareness about the need for lifelong learning and promoting learning activities which contribute to the quality and joy of living culminated in the second multiethnic festival of learning in Bosnia and Herzegovina under the overall theme of Learning - a Way to Integration. A large number of municipalities in Bosnia/Herzegovina as well as in the Serbs Republic set up events, of which the objective also was to influence policy making and to strengthen the networks and professional exchange among providers.

Encouraged by the Project Office Sarajevo of the Institute for International Cooperation of the German Adult Education Association and morally supported by the Ministry of Education, the festival was coordinated at national level by Amica EDUCA, a non-governmental organization who originally worked with traumatized youth and adults.
