Regional Lifelong Learning Festival 2003
The International Adult Learners Week network has generated new models of cooperation: A Regional Lifelong-Learning Festival took place in Skopje, Macedonia, on October 16 - 19 2003. The Festival was set up to link the Learning Festivals movement in eight Southeast European (SEE) countries: Albania, Bosnia & Herzegovina, Bulgaria, Croatia, Romania, Serbia & Montenegro, Slovenia, and of course, Macedonia. The aim of the festival was to raise awareness on the necessity of lifelong learning as an overarching framework for education policies of the countries in the region, in order to enlarge the scope of learning activities, especially for those parts of populations in disadvantaged positions. The regional composition of the festival is also seen as a tool for promoting mutual understanding between the culturally diverse populations of SEE, and for improving developing networks and cooperation.
The Festival in Skopje was the central event for the national festivals of the eight countries, which took place in parallel during October 2003 in the respective countries. The central event in Skopje involved relevant ministers from all participating countries, representatives of international organisations and media, and several other significant actors in the fields of education and culture. Invited by Boris Trajkovski, the President of Macedonia and the patron of the event, a round table discussion came up with a declaration on the future prospects on Adult Education in SEE. A several-day Fair of Opportunities was set off to reinforce international cooperation and new projects to circulate good practices and to meet partners. Apart from the main event, each participating country organised a regional workshop as part of its learning festival, to which experts from the whole region were invited.
The regional festival was also a celebration of learning and culture. Numerous cultural events were organised, ranging from a classical orchestra incorporating members from all countries of the region to film, arts and a pop concert. The winners of the Regional Learning Competition were also awarded.
The Regional Lifelong-Learning Festival was organised by Adult Education in Southeast Europe (EBIS), which is a network initiated by the Institute for International Cooperation of the German Adult Education Association (IIZ/DVV).
