South-South Policy Dialogue on Quality
Education for Adults and Young People. International Meeting to be held
in Mexico City from 15-17 June 2005
The UNESCO Institute for Education and the Mexican National Institute for Adult Education (INEA/CONEVyT), in collaboration with the UNESCO office in Mexico City and the UNESCO Regional Office for Education in Latin America and the Caribbean (OREALC) are organising a “South-South Policy Dialogue on Quality Education for Adults and Young People”, to be held in Mexico City from 15-17 June 2005. Around 60 delegates from countries in Africa, the Arab States, Asia and the Pacific, and Latin America and the Caribbean will be attending. The international meeting will exchange, disseminate and discuss four outstanding national programmes that CONFINTEA V highlighted as being a comprehensive and integrated response to the education of adults and young people. These are (1) the National Literacy Mission in India (2) The Mexican INEA/CONEVyT Programme on “Education for Life and Work”; (3) The Literacy and Adult Basic Education Programme in South Africa; and (4) the Literacy Programme “Brazil Alfabetizado” in Brazil. The main outcome is expected to provide a framework for countries to shape and improve their adult learning policies, provide innovative examples from different countries, with a focus on systematizing quality criteria in three thematic areas: (a) content and curriculum that is useful and beneficial for the individual and community; (b) recognition, validation and certification of non-formal and informal learning, and assessment of learning achievement and outcomes; (c) delivery, planning, evaluation, stakeholder coordination and financing. Since the purpose is to strengthen South-South co-operation on a long-term basis this sustainability is being secured through the active participation of educational planners and managers from Ministries of Education and other Ministries and stakeholders, who will be able to promote effective adult learning policies and their implementation in their countries.This international meeting is being seen as a chance to improve the profile of adult learning generally, and to undertake pilot projects and feasibility studies on a South-South basis.
