INDICATOR 2 – Percentage of new entrants to Grade 1 who have attended some forms of organised early childhood development programme during at least one year

The included data correspond to situation if all the graduate children from kindergartens enter to Grade 1 of a primary school. Because the contribution of private schools is less 0.1% the figures in columns 3 and 5 are equal as well as in columns 6 and 7 and in columns 9 and 10.

This Indicator is not significant for Belarus because of practically whole involving of children in primary school. It value is almost equal to Indicator 1 level. Moreover, it is not reliable for the existing situation when the transformation to 12-year school period has already started. Nevertheless, the authors tried to make the value of the Indicator 2 more realistic.

The situation in 1998 is clearly visible with Table 2 data. By "Early childhood development programmes" is meant here all organized educational programmes for young children aged 1,5 to 5 years old according to the official age-group in Belarus. That includes different privacy nurseries and kindergartens but not private ones that execute care only. By "Private" is meant here all educational institutions not operated by a public authority, whether or not they receive financial support from such authorities.

There is an estimation only in the Column 3 that was calculated as a difference between a total number of 1 Grade pupils and 1/4 of repetitors in 1-4 grades of the year because just that figures are available from published reference books and statistical reviews. As well there is an estimation only in the Column 6 that was calculated as a 1/4 of a total number of children who was involved in pre-school educational programmes. In accordance with this the gender index was calculated for the data of the Column 6.

As a data sources it was used a reference book that was issued by the Ministry of Education in 1998 according to the state on 6 September 1998

INDICATORS 3 AND 4 – Apparent (Gross) and net intake rates in primary education

The both Indicators have very close values because of obligatory and free basic education in Belarus by law. So, the difference appears due to natural decrease of population of the certain age and migration. Hence, these Indicators can not display real small changes in the situation with adult education. The gender data were available in a few positions only but it is possible to affirm that any gender discrimination is absent in Belarus.

Table 3 reflects the date for 1998. By 'Private' is meant here all educational institutions not operated by a public authority, whether or not it receives financial support from such authorities. Official entrance age to primary education is 6 and 7 years in different existing models of school. The choice was in responsibility of parents. Now, in the second year of secondary school reform the real starting age removes to 6 years.

To demonstrate these two channels of elementary education entrance there are tables 3-1 and 3-2. First one contains data for existing mixed admission for cohort 6+7 years old. The second one assumes the entrance age is equal to 6 years.
