INDICATOR 12 – Repetition rate in primary education by grade.

The reference books by Ministry of Education contain only limited integrated information on the numbers of pupils on repetition for 1-4 grades and for 1-11 grades in sums. Therefore, the table 8 reflects average percentage for these two groups of grades.

INDICATOR 13 AND 14 – Survival rate to grade 5 and coefficient of efficiency.

Survival rate was obtained by dividing the number of entrants to grade 5 by the number of grade 1 entrants 4 years ago when this cohort started to study at school. It was impossible to define a cohort of former leavers who decided to continue study at school later. Gender analysis was not available. Moreover, very limited information for indicators 13 and 14 that concerns the regions was find.

Data in the Table 9 are not derived from the cohort pupil flow model but directly from reference books by ministries of education and statistics. Information for private schools is not included. Survival rate is obtained by dividing a number of current year 5 Grade entrants by a number of 1 Grade pupils 4 years ago.

INDICATOR 15 – Percentage of pupils having reached at least grade 4 of primary schooling who master a set of nationally defined basic learning competencies

There is no special test for graduating from elementary schools (grade 4) pupils. Their master level should be defined by supervising teachers who are in charge for current estimation of pupils’ qualification. These successes are expressed in marks 2 (not satisfactory – this means a pupil does not know an estimated topic or did not pass a current test), 3 (a pupil meets minimum requirement), 4 and 5 (a pupil meets maximum standard requirement). Such marks should be done for every pupil and for every discipline. The list of disciplines is defined by the State regulation and includes reading, writing, mathematics, life skills, nature, music, sports etc.

Mark 3 indicates that a pupil meets minimum state requirements in the corresponding discipline. In particular, the national norms in Reading/Writing require fluent reading and writing under limited grammar rules, in mathematics it is fluent arithmetical calculations, elementary algebra and geometry and in life skills it is elementary ability in home and self-service.

A pupil is recognised as successful graduated 4 grades of elementary school if he/she is fluent in reading and writing under limited grammar rules, fluent in arithmetical calculations, elementary algebra and geometry, has elementary ability in home and self-service etc.

To be accessed to the next grade a pupil must have all final marks between 3 and 5. A pupil having 2 among final year marks has a rule for special autumn exams to be admitted to the next grade. This pupil could be left for repetition if he/she can not pass these exams.

Table 10 illustrates the successes of graduated from elementary schools pupil. Because every successive among them passed all his exams with mark "satisfactory", at list, the figures along every line in the columns 3-6 are the same. Some figures in the table are equal or even more than 100%. This is not a mistake because of migration process in Gomelskaya and Mogilevskaya regions and coming back a part of earlier stopped their study children. High level of Indicator 15 value indicates very fruitful action of Belorussian elementary school both in urban and in rural areas.
