6. Progress toward goals and targets
As explained above, universal access to and completion of Primary Education, is free and mandatory. Table I shows the number of students enrolled in Primary Education.

Given that the completion of Primary Education is mandatory by law, with regard to EFA indicators 3, 4, 5 and 6, the number of students enrolled in Primary Education is also considered to reflect the number of the school-age population. Thus, the Gross Enrolment Radio (GER) for Primary Education, which is EFA indicator 5, has been 100, as shown for example in the UNESCO Statistical Yearbook for 1996.
This also indicates that there are no significant disparities in terms of sex and geographical location, although there is a small number of dropouts, who are mainly children whose families emmigrate abroad, or who have special needs. The enrolments and failures by sex and grade for the years 1990-91 and 1995-96 are show in the following table.

Specifically regarding the repeaters in Primary Education, Table 5 shows that their number has been decreasing since 1990, in spite of the increase in enrollments. The Ministry of Education makes a considerable effort to help such students, by promoting the learning achievement outlined in the qualitative upgrading of Primary Education.
