Percepts And Future Prospects

Precepts and future prospects.

The enormous exerted efforts are employed to keep the process of education moving and ensure its imperative requirements inspite of the stress of the oppressive blockade on it. How ever, the educational procession, in order to achieve its aims is in need to administer utmost attention and care in raising the youth, and to provide the technical and financial requirements and the human personnel necessary to promote it. This does not come except through intensifying the educational work in all its tupes and modes and bring it to its full through efficient employment of available means and forms, in one respect, and to work on providing the stable financial and psychological grounds for culture and education which is the fundamental requirement that could not be achieved except by complete lifting of the oppressive blockade which clashes with the essential doctrines mentioned in the charter of the United Nations, Human Rights, the children’s Rights Agreement and the international recommendations in directing education to develop man’s personality in order to practice his cultural, social and economical rights.

In completion to the quantitative and qualitative educational developments in primary education during the decade of the nineties, series of future features and precepts for the procession of E.f.A. in the light of immediate and forth coming variables, circumstances, accessible abilities, the nature of problems and challenges which confront the educational process in the country result of the oppressive blockade, and international organizations to facilitate achieving the development programmes which, these trends comprise. The most important are.

The Quantitative aspect.

Kindergartens

The numbers of infants enrolled in kinder gartens:

The numbers of infants enrolled in kindergartens was (70585)* in 97/98 from an origin of (1043800) infants in the age of (4-5 years) at a rate of enrolment of (68) infants for every thousand of the population of this age.

This number will increase during the years of the plan till the years 2005/2006 to become (169133)** from all infants in the age of (4-5 years) which will be (1546987) at a rate of (109) children for every thousand of the population of this age.

The statistics do not self governing area.

As for the number of male infants who will be enrolled in the kindergartens, it will increase from (34965) to reach (88370) in the year 2005/2006. This increase in number will lead to an increase in the enrolment rate for every thousand of the population in the age (4-5 years) from (65) per thousand of the population in the same age which is (539700) to reach to (111) per thousand of the population of the same age which will be (795470).

The number of females entrants will increase from (34720) in 1997/98 to reach (80763)in the target year 2005/2006, this increase will lead to an increase in the enrolment rate per thousand of the population in the age of (4-5 years)from (69) per thousand of a total of (504100) female infants to reach to(107) per thousand of an expected total of (751517) .Tables (12) explains that.

Number of kindergartens.

The number of kindergartens will increase from (566) in 97/98 with average of 125 infants per kindergarten to become (1062) in the year of the target 2005/2006 with an average of (160) infants for each kindergarten.

Number of divisions.

The number of divisions of kindergartens will increase from (1840) in 97/98 with an average of (38) infants per division to become (5862) divisions in the years of the target 2005/2006 with an average of (29) infants per division.

Number of the teaching faculty members.

The number of the teaching faculty member will increase during the years of the plan will increase achieving by that an increase in the numbers of the directresses, the females assistants and teachers of the kindergartens.

The number of the teaching faculty members was (4692) in 97/98 with an average of (15) infants per member.

These numbers will increase during the years of the plan so that the number of the teaching faculty members will reach to (10696) females teachers of which (1060) will be directresses, (1062) female assistants and (8572) female teachers which an average of (16) infants per member.

These need for teaching staff (female)

The increase in the numbers of infants enrolled in kindergartens in addition to the annual drop in the teaching staff in service at present or those will quit the job through the years of the plan will lead to an increase in the need for new staff members (females). The need for staff members will be (6477) during the years of the plan. Table (13) explains that.

2- Primary education

(1) New entrants to grade one

-The number of entrants to grade one in the age of (6 years) was (484793) children (males and females) in 97/98 with an enrolment rate of (95.6%) of the total some age population, (507100) children.

(98%) of the children covered by the obligatory education law during its years, as (884703) children (males and females) in the age of (6years) will be enrolled in the year of target 2005/2006 from the same age population which is estimated to be (903192).

Registrants in primary level grades:

- The numbers of pupils registered primary education level grades was (3029386) in 97/98 .The males were (1677965) and females (1351421).

- The plan aimed to raise the numbers of registrants in primary level grades during its years of the target 2005/2006; the males (2348235) and females (2132868).

- Among the aims of the plan to strive to increase the number of registrants in primary level grades through applying the obligatory education law, increase of rate success, and reduce repetition and drop out rates in all the grades of the level throughout the years of the plan. Table (15) explains that.

Primary schools leavers.

Primary school leavers was (259125) male and female pupils in 97/98, the males were (146618) and the females (112457).

The plan strives to have (690908) primary school leave (males and females) in the year 2005/2006 (363497) males and (327411) females.

Among the aims of the plan is to increase the number of primary school leavers during its years by increasing the rates of success and reducing repetitions Table 15 explains that.

Number of divisions.

The number of divisions of the primary level was (86093) with an average of (35) pupils per division in 97/98.

The plan aims to increase the number of division through the years of the plan to reach (148712) with an average of (29) pupils per division after reducing the number of pupils per division by six the year of the target 2005/2006 from what it was in 97/98.

Number of schools.

The number of schools in the primary level was (8333) in 98/98 with an average of (364) pupils per school.

The plan aims to increase the number of primary schools to reach (11899) in the target year with an average of (377) pupils per school.

Number of

The number of the teachers in primary schools was (1411935) males and females with an average of (21) pupils per teacher in the year 97/98.

The number of increase needed during the years of the will increase to reach (241938) males and females where the average of pupil-teacher in the target year will be (19). Table 16 explains that.

Number of pupils enrolled in primary education level of (6-11 years) of age:

The number of entrants to primary grades was (3029386) pupils (males and females) in 97/98 and for different ages forming (103%) of the (6-11 years) age group population where number was (2940900).

The number of entrants to primary grades of (6-11 years) of age was (2738975) pupils (males and females) in 97/98 forming (93.1%) of the same age group population.

The plan aims to increase number of entrants to primary grades to reach (4501698) pupils (males and females) for all ages in the year of the target 2005/2006 who will from (104%) of the age group (6-11 years) population whose number will reach (4322845). And to increase the number of entrants to primary grades, of (6-11 years) of age to reach (3814414) pupils (males and females) in 2005/2006 at a rate of (89.6%) of the same age group population as is shown in Table (17).

Repetition percentages:

Repetition percentage in all primary grades for all the schools of the country in 97/98 was (14.5%) for the two genders.

The plan aimed to decrease the percentages of repetition to reach (4%) in the scholastic year 2005/2006. The percentages of repetition to class will be as follows:

Primary education:

The Qualitative Aspect:

1- To continue executing the big national faith campaign for the teaching and understanding the Holy Koran and reinforce its procession to implement the aims of conduct reformation among the students through reading the Holy Koran, complete it and understand it, and comply with sublime meanings stated in it, by providing all the means to lead the campaign the Islande education methods and programmes by which assures the reinforcement of the spiritual aspect and deepening the genuine moral values in the psyches of the students.

2- To introduce an educational strategy with clear outlines and aims and translate it into educational plans covering the different variables and the available conditions, and to guarantee the development of education for all aims, framework, structure and methods.

3- To prepare educational plans for E.F.A. up to the year 2005/2006 which include new developing projects that match up the modern variables in the educational system.

4- To direct the scholastic programmes to pace up with the scientific and technological progress and the evolution of the society, and pay utmost attention to the programmes of science and mathematics being the starting point for the comprehensive cultural progress.

5- To bring up the training of teachers to the university level through the expansion in establishing teachers training colleges which participate in training them during the service with benefiting from modern technologies in this direction to cover all provinces of the country.

6- To improve the administrative and technical performance by way of using modern mechanization with the expansion in using the computer, and producing programmes (computer) to develop the programmes of E.F.A.

7- To aim at lifting the teacher’s economical, social and scientific statue; and prompt and honor those who are outstanding among theme; by what ensures the achievement of rates and duties charged to him as an educator to distinct and social pioneer.

8- To pay attention to distinet and talented children through developing means to discover their abilities and defining the means ensuring the development and abilities.

9- To pay attention to the assessment process its different fields especially those related to the assessment of educational programmes, renovelling projects, the teachers performance and the children’s attainment, through what makes of this process an effective factor in developing the performance and achieving the expected educational aims.

10- To aim for the development of the educational guidance to utilize the children’s abilities participate in solving their problems and disseminate the sound social conduct among theme.

11- To develop the systems of information, documentation, and educational and scientific information so as to ensure producing the rules of information and secure its exchange, and establish informatics systems to serve the strategy of education for all.

12- To working on increasing the efficiency of educational for the children and to develop the skills of the teachers.

13- To rein force the councils of parents and teachers and develop their efficiency.
