8. Effectiveness of EFA Strategy Plans and/Programmes

Considering that the targets set were not achieved, it would appear that the targets set were too ambitious. Besides the economic recession in the country resulted in limited financial resources which in turn affected adversely the funding of education in addition, inadequate capacity building hampered the implementation of the well thought out plans and (strategies mapped out to achieve the set goals. Although appreciable results were achieved, their input could not be said to match the output.

In spite of the observation, in the last decade, basic education has witnessed:-

    1. increased primary school enrolment;
    2. emphasis on improved quality of education;
    3. greater involvment of the community and non-governmental (organization as the provision of non-formal education

9. Main Problems Encountered and Anticipated

Progress towards achieving Nigeria EFA goals together was hindered by the following factors:

    1. Limited involvement of the community, NGOs, and Private Sector in the provision and management of education owing to inadequate public enlightenment and social mobilization.
    2. Inadequate and inaccurate data for planning. The question of data harmonisation still remain with us. Equally, capicity for data collection and analysis constituted a problem.
    3. High drop out rate as a result of unconducive learning environment and non-relevant curricula
    4. Inadequate number of qualified teachers.
    5. Inadequate teaching/learning materials
    6. Low management capacity.
    7. Lack of facilities for monitoring
    8. High funding..

10. Public awareness, Political will and National Capacities

The Education sector witnessed increasing public support during the decade. The support reached a climax with the current democratic government as witnessed by:

    1. the relaunching of the Basic Education Scheme;
    2. the Mini Education Summit which is aimed at further sensitizing and eliciting the support of major stakeholders and the general public for the UBE Scheme; and
    3. the fact that Education had the largest allocation in the 2000 Budget - (N43 Billion).
