From Table 6, the male primary school age group is expected to exceed 10 million by the year 2000 and 11.7 million by the year 2004 from the 1992 figure of about 8.7 million. Similarly the female primary school age group is expected to reach the 10 million and 11 million marks from the 1992 figure of 8.16 million during the same periods.
7.2.1 ACCESS TO PRIMARY EDUCATION
Admission to primary education is the main gateway of access to formal education.. In Nigeria the official age for admission into primary one is 6 years. To determine the degree of accessibility of primary school education, two indicators are used:- Apparent (Gross) intake rate and Net intake rate.
APPARENT (GROSS) INTAKE RATE TO PRIMARY ONE:
The apparent (gross) intake rate is the total new entrants to primary one, irrespective of age, expressed as a percentage of the total population of the official school age (six years). This is a rough measure of access to primary one because there are over-aged and under-aged children seeking admission to primary one. If gross intake rate exceeds 100 percent, this means that under-aged and or over-aged children are enlisted in primary one.

The gross primary one intake rate in Nigeria (National) was 98.5% for both boys and girls in 1991. It rose to 99,6% in 1993 and then declined steadily to 80.2% in 1996. The trend is similar when dis-aggregated according to boys and girls. In 1991 the gross intake rate to primary one for boys was 107% and it rose to 110.1% in 1993 and declined to 87.6% in 1996. The highest gross intake to primary one for girls was 89.1% in 1991 and it declined to 72.5% in 1996. The gross intake rate for boys which exceeded 100% indicated the presence of over-aged and under-aged pupils in primary one.
