When primary one intake rate is considered according to States (Table 9) it exceeded 100% for both boys and girls in Akwa Ibom, Benue, Borno, Kogi, Ogun, Taraba and Yobe for the period 1992 to 1996. The States with very low gross intake to primary one for boys and girls are Sokoto, Kebbi, Jigawa, Bauchi and Anambra.

When Primary one intake rate is examined by gender (Table 10) the following States had significantly very low intake rate compare with male - Sokoto, Kebbi, Niger,Jigawa and Bauchi.
