Nasarawa and Zamfara States were part of Plateau and Sokoto states respectively until their creation in 1996. Significant drops in enrolment are to be observed in Katsina state between 1994 and 1995. Before 1994, Katsina State appeared to have added figures of children enrolled in Koranic and Islamiyah schools to those in the formal school system.This is welcome in that Koranic and Islamiyah schools are at the verge of being integrated with the formal schools nation-wide. Severe gender disparities in favour of males are observable in Adamawa, Bauchi, Benue, Borno, Jigawa, Kaduna, Kano, Katsina, Kebbi, Niger, Plateau, Nasarawa, Sokoto, Taraba, Yobe and Zamfara.

The primary school gross enrolment rate is the proportion of the total pupils in primary 1-6, irrespective of age, expressed as percentage of the population of 6-11 years old. This is the most commonly used and most readily available measure of participation. As in primary one, gross intake rate, the gross enrolment ratio can exceed 100 percent.
Table 13 provides the national primary school gross enrolment rate from 1990-1996. The gross primary school enrolment rate rose from 67.7% for both sexes in 1990 to 86.5% in 1994 and declined to 70.4% in 1996. This may be attributed to a decline in the economy and political uncertainty in Nigeria between 1994 and 1996. The gross enrolment rates for boys were 76.4%, 91%, 94% and 75% for 1990, 1992, 1994 and 1996 respectively. While the gross enrolment rates for girls were 59.1%, 75%, 77% and 65% for 1990, 1992, 1994 and 1996, respectively.
GROSS ENROLMENT RATIO BY STATES AND GENDER
Gross enrolment by States and gender (Table 14) shows that there is a steady decline in gross enrolment rates in Abia, Anambra, Cross River, Imo and Enugu States. This is a worrisome situation which has been attributed to early drop-out of boys to apprenticeship and street trading. The second view is that most of the over-aged pupils in these States are out of school, and the gross enrolment rates is almost close to net enrolment rate. This is yet to be verified. Persistent low Gross Enrolment Ratio are to be observed in Bauchi, Jigawa, Kebbi, and Sokoto states.
