7.2.3. Contribution of the Cultural Institutions to the Promotion of Culture

The book represents the most efficient contribution and the largest dissemination of the support and promotion of the cultural phenomenon. Similar to the case of the written media, after 1989 the book faced an explosion concerning the number of publications and books occurred on the market. Even if the number of publications and new books grows significantly, their costs limits the possibilities to renew the libraries endowment, restraining the access to culture for many categories of population. The special graphic quality of the books for children- most of them illustrated and colored- even if it contributes substantially to the attraction of the children’s interest, also limits the possibility to access because of the additional costs. However, many publishing houses include in their editorial plan books for children or for pupils. From the very numerous titles occurred lately, we selected the most important titles of the series of books or collections, envisaging especially children and youth:

At the promotion of the interest for culture and education contributes all cultural institutions-by spectacles of theatre or film or opera, by concerts or entertainment broadcasts, by the network of exhibitions and museums-organised in the state or private institutions. From the multitude of manifestations of this type, we should mention the spectacles offered by the "Masca" and "Troupe on the Casks" theatres that move the specatacles in the street, making tours through different localities, offering spectacles for the large public. Additionally will mention-representing a double interest-the circus troupe "The Parade". The first interest refers to the performance of the spectacle in street addressing this way to the large public. The second refers to the artists of the circus, this troupe being formed only by homeless children. This way of recovering homeless children was planned and realised by the French clown Milou. The merit of this artist is not only the performance of valuable circus spectacles, presented abroad and realised by amateur actors, but also the social recovering of the homeless children, reopening their motivation for learning and encouraging them to come back to school.

In this category we may emphasise, first of all, the support of the different organisations and institutions, for the reducing of the inequity of chances and promoting social equity in the field of the access at basic education. Numerous NGOs developed educational programmes with informal character, particularly addressed to the urban population. On the other hand, a set of NGOs is helping the social integration of the disadvantaged children. Another category of institutions organises educational programmes for all categories of population. These programs have an educational character envisaging the field of health, family planning, or demographic behaviour. Also may be noticed, the activities promoting the encouragement and financial support for children with special educational performances.

Sustainable Strategies Agency	Open and distance education for adults. European, regional, zonal and local partnership. Co-operation between NGOs. Training for trainers of the groups of interests. The alignment of Romania to the international standards. Local developments, rural tourism, fight against pollution. Development of the modern entrepreneurial spirit.
ABC Foundation	Young talents discovering and training in the specific field of aptitudes (information technologies, art).
Educational Center for Recuperation and Social Integration	Education and social integration of the young people with handicap and special needs children from special schools.
Gh. Norman Pettit Association	Realization of an open educational system by which young people will have access to objects unincluded in the school or university curricula.
Orphanage Trust Ungureni	Protection and support for the educational process of the Romanian children, especially for the orphan children.
Pedagogical Association Grigore Tabacaru	Support for the process of Romanian education restructuration and its reinforcement at international standards.
Hope Foundation – Oradea	According financial, social medical and educational help for socially disadvantaged categories. Preparation of training medical assistants. Promotion of behaviour models of interpersonal collaboration.
Christian Association for Charity ‘Samariteanul’	Settlement and subvention of kindergartens, special schools, orphanages, special schools for handicapped houses for olds. Support for educational actions. Donations for poor. Free pre-school education.
Centre for Information and Documentation for Youth INFOTIN – Cluj	Optimization and acceleration of youth access to information. Encouraging the associative life of youth. Free counseling in the juridical, donation and sponsorization field, etc.
Center for Training and Development Assistance-Foundation Sinfocont	Supporting, development and enforcement of the civic society, the educational forms and the realization of the charitable activities.
Wassdas Foundation of Social and Educational Help for Gypsy	Supporting the Gypsy communities by educational programmes. (Support for educational and professional integration), programmes for social integration, cultural projects, community development projects, medical projects.
Happy Children Foundation	Creation of an educational center for pre-school and pre-university education
Educational Foundation H for distance education for handicapped persons- Constanta	Integration of the children with special needs in the mass education. Training of these children for attractive professions and creation of the work places opportunities.
Romanian Movement for Life	Reducing the abortion number as well as the number of irresponsibly abandoned children.
Prowaldorf Association	Promotion of the alternative education.
Health Messengers Association	Education for health, environment and communication, particularly for children.
Foundation House Phillip	Offering equal chances for the disadvantaged children, reducing educational failure. Offering vocational orientation and professional qualification as alternatives for children that left school for different reasons, or do not attend the public schools.
Hope Association -Medias	Recovering of children with different disabilities and handicaps in order to integrate them in special schools and in society.
Save the Children Romania – Bucharest	Promotion of the children rights according to the ONU Convention regarding children rights. This document was ratified in Romania in September 1990.
Educational Foundation H for distance education for handicapped persons-Bucharest	Finding and supporting the children with handicap in order to enroll them in school. Finding and supporting the children with special aptitudes (including in the field of arts and sports). Lifelong learning of the handicapped persons.
