The special meaning has the problem of children and adolescents coverage by different levels and kinds of education, extent of satisfying educational needs of population.
After passing in 1992 the Law of the Russian Federation «On education», granted to educational establishments the right to discharge students, such problem as "children outside of education" has appeared. Despite of amendments which have been adopted to the law in January 1996, this problem remains very acute and ambiguous.
First of all, there is no unity in the approaches to determination scales of the problem among different departments. Official statistics does not gives the answer to a question on number of children who have been left without or outside of education. It should be noted, that the number of official statistics are always negligibly small: 0,01 % of a total number of students were eliminated from schools for unworthy behavior, 0,01 % - due to durable illness. Besides it should be taken into consideration, that each of discharged is not deprived the right. to receiving education and can master general educational programs, using the different forms of training, and also has a possibility to be restored to any educational establishment.
According to the data of official statistics, of total of age contingent of the students in 1997/98 academic year did not work and did not study 0,07 %; got a job and did not keep training - 0,07 %; has left educational establishments for other reasons (they are not cleared in the statistical forms) -. 0,17 %. Thus, among aggregate number of schooling youth under 18 years old only 0,15 % have not continued training. Above we cited an evidence of the General prosecutor's office of the Russian Federation, which essentially differ from these data [35].

Data of the State Committee of the Russian Federation on statistics [34] testify to that there is a tendency to decrease of an educational level of all population.
The tasks in raising of the education field significance in life of the Russian society, providing the general population literacy, accessibility and free education, liquidation of a children's neglect were urgent and priority in the Ministry of Education activity.
To change the critical situation with a children's neglect, the guarantee citizens constitutional rights to receiving education and according to mission of the Government of the Russian Federation in December, 1998 the Ministry of Education together with the interested ministries and departments prepared for representation in Government "Proposals on liquidation of children and adolescents illiteracy ", where the positions on liquidation of a children's neglect have come also.
With the purposes of ordering statistical supervising for these processes the form of the statistical reports "Report on number of children 7-15-years old, not studying at schools and other educational establishments as the beginning of academic year", is prepared and also interdepartmental lump-sum form of the registration "Children-1".
In pre-school education system there is a rough development of innovative activity. Since 1995 among huge stream of program-methodical materials the best new programs and pedagogical technology reflecting pedagogic of development and personality-oriented education were selected. Only for 1998 in Ministry of Education 70 education-methodical materials have come on consideration.

For the first time 75 teaching aids under 49 names are included in a Federal set of teaching materials for children under school age. The teaching aids for children with deviations in development and difficulties in training are also among their number.
For the last years, new sets of education-methodical materials addressed both children, and parents: the guidelines for learning adult and developing assignments for children, the intensive development are received. The directions, not mastered before, connected with socio-emotional development of children are designed.
Together with publishing house "D & K" a new series of education-methodical teaching aids on the theme: "Little man and large world" is developed.
The regional instructional programs taking into consideration historical, cultural, geographical, social and economic peculiarities of development of different regions of the country are designed also. Management education bodies carry out the systematic activity on selection of new programs and their expertise according to Recommendations on expertise of instructional programs for pre-school educational establishments of the Russian Federation and Temporary (model) requirements to content and methods of education and training established up to the moment of introduction of state standards for pre-school education.
At the same time a number of directions of a pre-school education content today is still poorly mastered. There are no programs on socio-emotional development of child, the socio-cultural aspect of a pre-school education content is not developed, the programs and pedagogical technologies of correctional pre-school educational establishments have become outdated. Practically there is no methodical literature for the parents and tutors of pre-school educational establishments on revealing, warning and overcoming of problems in psycho-physical development of the child, by accessible means.
Development of the state educational standard of pre-school education, including those on a correction-pedagogical direction of activity of pre-school educational establishments is being continued.
At the same time the potential on scientific providing pre-school education poorly increased. In the system of the Russian Academy of education there is no institute working under problems of pre-school education, and the separate laboratories on the given direction constitute only 1/20 parts of all creative potential of the Academy. The solution of the problems can be carried out more efficient at appropriate reorganisation of the Academy structure taking into consideration the interests of pre-school childhood.
In reforming conditions, the organisation of functioning of pre-school education system has undergone significant changes. In pre-school educational establishments such forms of activity with children as groups, sections, studio, which conduct both tutors, and free specialists are developed. These positive tendencies positively influence development of the child, they assume necessity of improving pedagogical professionalism on separate directions of child education, create the prerequisites for flexible implementation of an individual approach, widen a spectrum of dialogue of children with the different adults.
At the same time there are also negative problems - increase of emotional and physical load at children because of low coordination of the tutors and free specialists efforts. There was a necessity of developing, on the one hand, standards of maximum load on child in the kindergarten educational process as the component of state standard of pre-school education, on the other hand - system of methodical providing tutors and free specialists interaction.
Work with families having children of pre-school age, not covered by public pre-school education an essential reorganizations are required.
For the last years the essential increasing of the network of centers of various orientation (correctional, rehabilitation, practical psychology, multi-profile) is observed. The centers carry out the specialized help to teachers of pre-school educational establishments, children not attending kindergartens and their parents. For the period since 1995 the network of centers has increased by 131, and constitutes as a whole over the country 436, however it is not enough for satisfying requirements of the population, the spectrum of their activity also is limited.
results and tasks of pre-school education development. Analysis of activity (1993-1998) on a realization of directions and measures for support and development of pre-school education allows to conclude that the urgent tasks set by federal authorities, in the greater part are realized.
At the same time there is a number of unsolved to the last problems, and their solution is need to be carried out to the following directions:

In the field of upgrade of a pre-school education content it is necessary to implement in practice new programs and technologies, to continue development of, not mastered before, fields of pre-school education content: socio-emotional development of child; socio-cultural aspect of education content.
5. Taking into consideration the fact, that about half of the pre-school age children does not attend pre-school educational establishments, it is necessary to aim efforts at overcoming the gap existing between public and family pre-school education.
Since September 1, 1998 the new Basic curriculum of general educational establishments of the Russian Federation is entered. In it the maximum permissible loads of the students on grades were matched in correspondence with new Sanitary standards, maximum educational load for five- and six-day educational week, time given off on study of the federal and nation-regional component of an education content is determined.
The new Basic curriculum has become a basis for developing regional and school educational plan, key normative document providing a diversity of kinds and directions of development of school within the framework of unified educational space.
The Ministry of Education approved the Basic curriculum of evening (shift) general educational establishment, and also Model curriculum for the correspondence form of training with the session mode of lessons in such establishments.
According to a mission of the Government of the Russian Federation the Ministry together with the Russian Academy of education, the education management bodies of the subjects of the Russian Federation, public, mass media studies in detail and debates the issues of transition on twelve-year general secondary education.
The task is in developing of education content of twelve-year secondary school including state educational standards and model instructional programs of a different level and direction, providing education development adequate to advanced and world achievements of a science, general and professional culture, provided that the students health is being preserved.
Developed in 1998, Draft of the conception of a general secondary education content, structure of twelve-year school were discussed on meeting of Presidium of the Russian Academy of education, which established expediency of transition in an intermediate term perspective to compulsory ten-year and public twelve -year general education. Is recognized, that the developing of the conceptual approaches and education-methodical documentation for transition to twelve-year general secondary education is one of major directions of the Academy researches. An experimental test of hypothesis on the basis of experimental schools and other centers of the Academy also will be developed
Meeting of Council of education management bodies chiefs devoted to discussion the twelve-year education problems where idea of transition as well as was supported.
Similar discussion was held on pages of "Teacher's newspaper" and newspaper "First of September".
According to the Law «On education» the compulsory minimum of a basic instructional programs content, setting of maximum size of educational load, and also the demands to a level of the graduates training are set by state educational standards. The draft of the state educational standard for basic general education is presented in 1998 to the Government of the Russian Federation and during one year its finishing according to the remarks and proposals spoke for out its content, was carried out.
Upgrade of a education content, its variability at a level of systems wholeness and subject fields require, providing a quality education preservation, objective assessment of students progress, the teachers activity and general educational establishments. With the aim the Temporary demands to the compulsory minimum of primary and basic general education content are approved.
On the basis of compulsory minimum of a primary general education content and temporary demands to the compulsory minimum of a basic general education content, the model programs for primary and basic general educational schools are developed.. The programs are calculated on amount of hours allowed on each educational area study in an invariant part of the Basic curriculum of general educational establishments of the Russian Federation; model amount of hours on study of separate subjects, and basic sections of educational courses is defined allocation of 10-15 % of time on regional components of an education content is stipulated.
The model programs are developed as reference point for making up the authoring programs, the calendar-subject plans and provide conditions for teacher creativity, choice freedoms of forms and methods of training, differentiation of educational process.
In absence of the approved state educational standards the work with groups of authors for developing Compulsory minimum of an instructional programs content on an primary school, and demands to a level of pupil training, who completed education in primary school, was organized. The model programs for an primary school are prepared for the publishing that will allow to maintain unified educational space at this educational level and will allow the groups of authors to produce new variative programs and textbooks.
In primary education the emphasis on wholly didactic system and patterns of education is done. This are systems of developing education of L.V.Zankov, D.B.Elconin-V.V.Davydov, Valdorf school, school of Montessory, school of dialogue of the cultures.
In the system of L.V.Zankov the wholeness set of textbooks and teaching aids for I grades of a four-year primary school, the collection of programs for a four-year primary school are produced.
On the system of D.B.Elconin - V.V.Davydov the set of the textbooks and workbooks on mathematics for I grade have been produced, experienses approbation an experimental programs and textbooks on instruction in reading and writing, Russian, natural sciences and fine art on transition to a four-year primary education.
In 1998 the program "Succession" and new sets on children training for school, on correction-developing training appeared. The 20 textbooks and education-methodical sets for an primary school and on children training for school are prepared for publishing. Together with Association "Developing education" the IV practical-scientific conference on succession problems of kindergarten-school, primary school - basic link, is held.
One of the primary tasks is the change of a general secondary education content, is especially arts education. The Temporary demands to the compulsory minimum of a basic general education content on educational areas "Philology", "Social science", "Art", "Physical culture" are developed and approved; the model educational programs in subjects of humanitarian cycle of basic school are developed and published, and also the Demands to a level of being learned of basic school students are developed. Having regard to criticism of Federal expert council are modified and presented to a working commission of Russian language section "Standards of an estimation of knowledge, skills and abilities of students in Russian". For the first time on Federal expert council the textbook "Russian as state language" for I grade of national schools of turkic language group was considered.
For the last years, a list of textbooks offered for usage in general educational establishments was considerably refreshed. The new textbooks and textbooks on literature, history, social science are issued. Implementation of the development strategy of school historical and literary education is continued. New courses in a history of Russia and general history for basic and complete secondary school are developed; elective courses and facultative courses in social science; the system of civil-law education from I to XI grades including those policy-legal, moral-ethical also other issues is formed. Such education-methodical providing helps to form the stable legal conscience, mastering legal culture and fostering moral qualities of personality.
For the last years, the significant number of educational books in a history and social science is published. Only Federal complete set of textbooks contains more than 40 names of history textbooks, among which the teaching aids on a domestic history prevail, especially in a history of the XIX-XX centuries. At school teachers disposal is granted about 30 teaching aids-modules on the bases of social sciences. The problem of history textbooks and social science content repeatedly was debated on different conferences, seminars, meetings. This issue, for the last few years, repeatedly became a point of issue in committees and commissions of the State Duma and Council of Federation, in mass media.
Problems related to textbooks in humanitarian subjects, are caused by the fact that a state national doctrine till now is not worked out. After proclaimed by the Constitution of Russia of a plurality of ideas, textbooks reflected different approaches to historical and literary education have appeared which were ambiguously accepted by different social groups, teachers, parents. In mass media critical Articles concerning the issued textbooks, proposals to forbid some of them are published.
In the situation policy of the Ministry concerning the teaching literature was determined first of all by striving to avoid an extreme in estimations of these processes connected first of all to a political conjuncture. Understanding the depth and significance of a history statement problems in education-methodical materials, the Ministry carried out systematic revising of the textbooks available in humanitarian subjects with the purpose of determine the conformity of their content to modern demands.
For the literature textbooks produced recently, the including of a new layer of art works is characteristic: poetry of "silver century", the literatures of the Russians living abroad, folklore themes, the Old Russian literature, and in V-VII grades - in the foreign literature. The new literature textbooks are oriented to mastering humanistic national and unified to all mankind values embodied in products of verbal art, on the refusal from the tendentious approaches to consideration of art works connected to a political conjuncture. However it is necessary to note, that the teaching to the literature on the basis of the majority of textbooks valid now not always promotes to implementation of educational and ideological school functions, they poorly develop cognitive interest to an educational subject, the succession in training insufficiently carry out.
In natural-mathematical education the textbooks of a new generations developed on authoring programs also are in force. In 1998 the 8 new courses in mathematics, in physics - 7, biology - 10, ecology - 1, chemistry - 2, informatics - 2, in the technology - 6 are published.
In the course of the new conception of school mathematical education the textbooks-sets in mathematics for V-VII grades are produced. They consist of the textbooks, didactic materials, workbooks and the collection of "non-standard" problems. Visual-empirical conception of designing of school course in geometry, the textbook in geometry for VII-IX grades (author I.F Sharygin) is realized.
Textbooks in physics, chemistry, biology provide the differentiated approach to training, correspond to the compulsory content minimum, is presented completed courses for the basic school students.
With the purposes of implementation of the Program of informatization about education in the Russian Federation a work on transition of informatics study from upper school to basic one is underway. In this connection the textbook in infomatics for V-IX grades was produced and published, and textbook "Information technologies" is published too.
Basic problems of developing natural-mathematical education at school remain necessity of strengthening integration of natural-scientific knowledge assimilated at studying of different subjects and developing uniform approaches to creation of basic natural-scientific concepts, studied in different courses. Besides work on producing textbooks in mathematics, physics, biology, chemistry and technology for students at schools, and classes of the humanitarian profile slowly advances.
The tasks of education content development, perfecting of pedagogical technologies, propagation of advanced experience of general educational establishments activity on mastering teaching subjects are permanently considered at the All-Russian, regional and urban conferences, seminars and meetings.
Specialists of Russia have taken part in September, 1998 in International conference of the European associations of the geography teachers EUROGEO (Luxembourg). Cooperation with the Council of Europe on historical and civil education, economic and business-education, with the International confederation of customers rights protection, UNESCO and United Nations on sexual education of schoolchildren is going on.
Significant attention is given to support of creative, experimental approach of pedagogical collectives to organization of the educational process in general education establishments, rendering organization-methodical support to scientific and educational institutions which have created innovative establishments.
For support of innovative movement, problem solving on upgrade of a education content, designing of the perspective conceptions of humanistic and art education and according to a Regulations on a federal experimental center in an education system of the Russian Federation the Ministry declared competition of cultural-educational initiatives.
On the competition 278 projects from 57 regions of Russia were presented. The content of the projects testifies to a wide range of creative activity of pedagogical collectives from different regions of Russia conducting research and organizing experimental activity on such directions, as new information technologies, educational right, economics education, original techniques and systems providing development of the students personality and others.
Ministry of Education together with a Council for the federal experimental centers control, Russian Academy of education and Academy of further training and retraining education staff, a cycle of setting seminars for representatives of regional, municipal education management bodies and educational establishments participating in competition cultural - educational of the initiatives have conducted. The representatives of federal authorities, the State Duma, scientists, experts of the Ministry participated in their activity. The participants had an opportunity to familiarize with organization experience of experimental activity in regions.
According to the competition the status of a federal experimental center is assigned to 85 educational establishments, in addition, fifteen of them have received grants from the Ministry. Thus, the beginning in creating of the network of experimental centers in educational space of the Russian Federation has been made.
Support of gifted children. Successful realization of the target federal program "Gifted children", being constituent of the Presidential program "Children of Russia", during several years already, allows to assist and support to children, studying at different educational establishments. The federal target program "Gifted children" is directed at development of intellectual resources of the society, raising of the social status of a creative person, education of talented child by giving everything necessary for development and implementation of potential opportunities for gifted children, training and retraining of personnel working with them, creation of experimental centers for work with gifted children, and also giving support to educational establishments, which work with the gifted students.
Profile general educational establishments of such kind, as schools with the profound study of separate subjects (physical and mathematical, humanitarian, ecology-biological profile and others), lyceum, gymnasium promote to revealing and development children giftedness. Process of creation of programs and textbooks in humanitarian and natural-scientific subjects for such kinds of general education establishments is actively going on.
Estimation of efficiency of financial funds usage on implementation of the federal target program "Gifted children" was carried out by independent Expert Council, created by the Coordination council of the Program.
During 1998 the Program has been financed completely, though a funds of the program are minor, arranging priorities in its implementation has allowed to support many creative undertakings of the teachers and gifted children. Frameworks of action of the target program were success to be extended due to creation of similar regional programs. Majority of the subjects of the Russian Federation today underpays purposeful activity, for support and development of intellectual and creative elite of the country. On the funds of the Program a target support of 19 educational establishments was organized, annual state grants to the gifted children were paid.
Excepting the listed, within the framework of the Program "Gifted children" the All-Russian festival of children's art creativity "Art and children", All-Russian literary children's competition, Festival "Talents of Russia", All-Russian sports games and much another are held.
In 1998 zonal and All-Russian Olympiads in 7 subjects with a general coverage of 1,5 thousands participants were conducted. In March-May, 1998 the final stage of the All-Russian Olympiad of the schoolchildren in general educational subjects was held, in which 1400 schoolchildren from different regions of the Russian Federation have taken part.
The general results of a final stage of the All-Russian Olympiad show increasing interest to knowledge and testify that education management bodies, general educational establishments are engaged in purposeful work with the gifted schoolchildren; participants of Olympiad have shown good knowledge of a theoretical material and skill to use them in practice.
The All-Russian Olympiad of schoolchildren on the foreign (English) language for the first time was held. The participants of the Olympiad have shown the large interest to the English language and culture, and also the high level of mastering oral and written speech corresponding to the all-European demands. Olympiad has enabled schoolchildren to estimate knowledge and skills and to encourage the most worthy of them.
Teems of the Russian students with success took part as well in international Olympiads in the following subjects:
In total 27 schoolchildren have taken part in international Olympiads, among them 8 schoolchildren have received Golden medals (7 of which in physics, mathematics and chemistry), 10 - Silver, 8 - Bronze.
Results and further tasks of a general education development. Analysis of a realization course of Federal program of development of education basic measures has shown, that the primary goals of development of a general education for period from 1994 to 1998 mainly are solved. The exception is the paragraph about introduction by 1997 of the full complex of Federal component of the state educational standard on a general education.

Opportunities of choice in education are provided with variety of types and kinds of educational establishments, availability of variative curricula. When defining space educational opportunities interests practically of all student categories (from children with problems in health and development up to gifted children) taken into consideration.
Still acutely there is a problem with children living in countryside and small cities. The opportunities of providing their choice in education are limited in comparison with children living in large cities. The discrepancies in this respect will be smooth in the process of development of distant education and appropriate means of its methodical and technique-technological providing.
One more problem is providing choice of educational opportunities for small nations of Russia, especially, the native born small peoples of North, Siberia and Far East of Russia (in connection with peculiarities of their way of life).
According to the decree of the Government of the Russian Federation "On reforming of the system of state support of regions of North" of December 31, 1997 and order of the Minister of education of the Russian Federation "On development of the reforming conception of the pre-school, general education system and training of personnel among the native born small peoples of North" of May 25, 1998 the specialists of Institute of national problems of education and Research institute for higher education developed a draft of the Conception of reforming of the pre-school, general education system and training personnel among native born small peoples of North.
By the level of importance and volumes of work the Conception is comparable to the Federal program of the development of education in terms of its guarantee of /regional and national policy. The conception was approved by the Government of the Russian Federation.
In 1994-1998 a work in the field of education and supplemental education of children and youth was under way at the following basic directions:
Within the framework of the Federal program of the development of education in Russia to the number of basic steps connected with is scientific-methodical and organizational providing development system of supplemental education of children were referred:
With the purposes to upgrade the program-methodical providing educational process, three All-Russian competitions of authoring programs of supplemental education of children are held. Only in 1998, the 627 programs on seven basic directions of educational activity (art, scientific and technical, ecology-biological, tourist-ethnography, sports-sanitary, military-patriotic, humanitarian) of 60 regions of Russia are sent to the competitions.
Many programs are designed in view of regional and national peculiarities, are results of teachers long-term practical activity. Analysis of the competition results has shown, that its holding promoted creation of new educational programs, improving modern pedagogical technologies providing development of creative and intellectual gifts of children. Mockup of collection of the best authoring programs is prepared.
Developing of a new generation programs, their experimental check is continued. Among them the significant place is occupied programs directed at creation of historical self-consciousness, preservation of the historical memory of people, patriotic education of growing up generation. Have received approval of a pedagogical community and students programs of tourist-ethnography movement of the students "Fatherland".
Basis for further development of art education and upbringing students, term, the Federal target program "Children. Culture. Education" will become in sight. In the Program the condition of aesthetic education and education students is analyzed, a several subprograms of development of various activity directions with children in the system of supplemental education are joined.
With the purposes of attaching children with values of culture and art the publishing of a series of programs, repertoire collections and methodical teaching aids under a general title "I enter into the world of art" was continued
Within the framework of the federal target program "Raise of security of traffic in Russia" is published 27 titles of educational and methodical aids on security of traffic for children, set of educational video-films on the same subjects is produced in more than 800 thousands copies.
System of mass measures with the students. One of the central features of development of supplemental education of children, propagation of advanced pedagogical experience, raise of children and teachers motivation to knowledge and creativity, perfecting of results of joint creativity of the teachers and students is the system of annually held mass measures with the students. In 1998 is held more than 250 of them, the hundred thousands children and youth have taken part in them. To the number of the largest and representative ones are necessary to related the All-Russian festival of children's creativity "Road will overcome going", devoted to 80th-anniversary of the state system of supplemental (out-of-school) education of children. The 1400 children and leaders from 59 regions of Russia - winners of the All-Russian and international reviews, competitions, festivals and contests on basic directions of children's creativity have taken part in the Festival.
Within the framework of the Festival young sportsmen, technicians, tourists and regional ethnographers, researchers, economists, ecologists and biologists, representatives of an art-aesthetic direction shared by the experience of their activity. During the Festival more than 70 concerts, 27 open classes, 29 master-classes were held, that has allowed to see various techniques, presentation of authoring educational programs, to get acquainted with pedagogical skill of the heads of children's creative associations from many territories of the Russian Federation.
Subject days of the Festival - "Day of Russia", "Planet - our home", "Science, culture, creativity", "Young citizen of Russia" and measures devoted to solemn closing of the Festival, become the original creative reports of concrete children and whole collectives, have granted a possibility of demonstrating at a federal level of personal achievements of many children, their creativity, sports results, and also skill of their instructors.
Since 1997 a large preparatory work has turned in connection with celebration of 200th anniversary of birthday of A. S.Pushkin. Preparation to anniversary of the poet covers all sides of basic and supplemental education, allows the pupil, students and teachers to show itself.
On the basis of the President of Russia Decree "On preparation and held of 200th celebration from birthday of A.S.Pushkin" is developed and realized the interdepartmental program "ours Pushkin", devoted to preparation and celebration of 200th year from birthday of the poet which provides involvement in federal measures of different purposefulness for children under school age, pupils and students. This is practical-scietific seminars, conferences of students pupils, teachers on problems of a scientific understanding, study of A.S.Pushkins heritage and his contemporaries; competitions of the pupils, students, teachers for the best script of Pushkins festival, best developing of Pushkin lesson at school, best research work on the poets works. The implementation of the program promoted further development of children's, student's amateur creativity.
For past years the large number of sport-mass measures, including All-Russian sport-mass measures (zonal, half-final, final) in 27 kinds of sports, 30 % of which - in the status of Championship of Russia are held. The competitions have held in 70 cities of 44 subjects of the Russian Federation. The All-Russian competitions become a stage of the candidates selection in national teams of Russia by the kinds of sports for involvement in the World youthful games, championships of the World, Europe.
Educational-research activity of students. An educational-research activity of students in the system of children supplemental education acquire great significance. Here there were traditions, there are noticeable achievements. Among them major on this direction are:
With the purposes of further providing a social protection of staff and students of system of supplemental education of children the work under the draft laws of the Russian Federation: "On supplemental education"; "On children-youthful sport in the Russian Federation"; "On social tourism"; "On organization of children's rest and improvement" is done.
The number of proposals in the draft law of the Russian Federation "On physical culture and sports in the Russian Federation", in the federal program of patriotic education of the population is developed on the basis of the Government of the Russian Federation decision.
Organization of rest, improvement and providing children and adolescents engaging. The significant financial difficulties have not allowed in the majority regions to increase the children number who are having a rest in improving camps and centers.
More serious than other the network of departmental out-of-town improving camps has suffered. In a number of places it was reduced by 10-15%. At the same time, the number of children who have had a rest on the basis of urban educational establishments (schools and children of supplemental education establishments), during 1997-1998 has remained at a former level (about 2 million people). Stable remains a network of profile camps organized by establishments of supplemental education as in stationary camps, and in field conditions (about 500 thousands children).
Kept to grow a share of country camps transferred to the education system. At present time it constitutes a quarter of all out-of-town camps (820 of 3,1 thousands country camps are in the ownership or have transferred to operating control of education management bodies and educational establishments).
The tasks of the children supplemental education development. With the purpose of perfecting work on education and supplemental education of children and youth it is necessary:

In separate regions (especially regions-"donors" of the federal budget) significant funds on education needs were allocated, the preferential tariffs for public utilities were set up.
All this has allowed in complex economic conditions not only to maintain sizes of the last year investments at the expense of the federal budget, but also to increase them, by providing thus maintenance of the process of escalating the educational system economic potential.
The problem of educational establishments providing by the teaching literature continues being still the one of the most difficult. Because of financial crisis, experienced by the education system, provision of educational establishments by the teaching literature in regions goes with the large work, and available at school library funds the teaching literature is extremely worn out and its renovation occurs by too slow rates.
At the same time it is necessary to mark positive tendencies, emerged in 1998, in issues of textbook publishing and providing educational establishments by the teaching literature. As the end of 1998 publishing houses, at the expense of all finance sources, the 69,0 million copies of the teaching literature for general educational establishments is released. This is by 16,2 million copies more than the last year.
In 1998 the funds to buying the teaching literature have been planned in the budgets of all levels. And the most part of these funds is the share of the regional budget.
Analysis of information presented by education management bodies of the subjects of the Russian Federation, shows that in 1998 though from the regional budgets is allocated less, than last year, the teaching literature is sold more. The increasing of sales sizes goes at the expense of active operation with out-of-budgetary resources, first of all, parents. A close attention to the solution of a problem of providing students from socially unprotected population strata by the textbooks.
As before, there is the acute problem of providing children of special (correctional) educational establishments with the textbooks. This year to the publishing of the literature for blind children in the federal budget was planned 27,7 million rubles, but the only 1,6 million rubles was allocated. The publishing of the teaching literature for the special education establishments, to which in the federal budget of 1998 was planned 15,0 million rubles, was carried out at the expense of the circulating capital of publishing houses, as from the federal budget money was not allocated.
Situation with the publication of the teaching literature on languages of the small peoples of Extreme North is a little bit better: from 5,5 million rubles, planned in the federal budget, is allocated 2,02 million rubles.
Within the World Bank credit for reforming of book printing the requirement specifications for creation information-analytical network of teaching book printing system are worked out, and also the conception of its reforming, which is included in the general conception on reforming of education system was designed.
Especially complex situation has turned out for establishments of an initial vocational education: quantity of published educational books and their editions were reduced in comparison with 1991 by the order: from 145 to 11 titles at average draw of 7 thousands copies in comparison with 51,9 thousands copies. But in 1997 publishing center "Academy" together with "Vycshaya shkola" published 15 titles, and Institute of development of a professional education published about 20 names of the textbooks.
The centralized collecting of orders for textbooks and teaching aids published within the framework of the inter-publishing program now is carried out. The program includes about 100 names of teaching literature for establishments of an initial vocational education, which should be released up to the end of 2003. Work for creating mechanism of providing this program by allocation of target funds on the publishing and centralized buying of the textbooks and teaching aids with partial usage of regional and local sources of finance is underway.
