Prospects
11. policy guidelines in the future
The priorities in the field of development providing a general and
professional education for 2000 are as the follows.
In the field of the legislation and the state policy formulation:
- To carry trough the State Duma the Federal program of the development of education for
the approval it by federal law; to complete development of the National doctrine of
education development in the Russian Federation;
- To make active processes of the regional legislation in education area development,
monitoring and analysis in conformity with the regional legislation of the Constitution of
the Russian Federation and federal laws.
In the field of the education content:
- To complete development of state educational standards of a basic general education, to
continue primary, secondary and higher professional education standards perfecting and
their methodical providing;
- To carry out measures organizational, is scientific-methodical, legal, economic
character on preparing to step by step transition in the years 2000-2005 on twelve-year
period of education in a secondary comprehensive school;
- To continue perfecting professional and qualification structure of training, retraining
and further training of the specialists in view of requirements of a labor market and
priorities of economy and social sphere of state;
- To provide development of the content and teaching techniques, oriented at rural small
and small-set schools, to carry out adjustment of their curricula with the purpose of
strengthening practical direction of the educational process according to changes of way
of life in countryside;
- To develop and to begin implementation of measures of state regulation of teaching
literature market, strengthening of the target and regional programs role in publishing
teaching literature;
- To continue work on cutting of compulsory class teaching load and elimination of
overload of comprehensive schools students;
- To work out a complex program of development and organization of educational work with
children and youth in educational establishments of Russia;
- To take measures for distant education development, provision it with necessary teaching
materials, database and knowledge bases, multimedia aids and technologies.
In the field of management and control:
- To continue developing system of connections between federal and regional education
management bodies, to extend and to improve forms and methods of interaction;
- To strengthen a role of the agreements between education management bodies of the
Russian Federation and subjects of the Russian Federation in the issues of a education
management system and control over a realization of the concluded agreements;
- To analyze conformity of the Ministry functional structure to the tasks of allocation of
administrative functions between education management bodies of different levels,
education establishments from the point of view of an optimality, to estimate from these
positions of the Ministry staff and to make adequate changes;
- To define main directions and to work out measures for further perfecting system of
state-public control, as major element of the field of education management;
- To develop normative base necessary for extension of practice for creation of education
establishments on the basis of multi-founderness;
- To continue perfecting procedures of licensing, attestation and accreditation of
educational establishments: to set up the unified database, to arrange financial issues,
toughen requirement when licensing and to strength the control over a realization of
license requirements to improve interaction on activity directions of the federal Ministry
and management bodies of the subjects of the Russian Federation;
- To complete the work in correcting state and sectoral systems of educational statistics;
- To make active control-inspection activity in the field of education, more precisely to
allocate directions and areas of this activity between different levels of education
management bodies and their divisions, to consider expediency of transferring part of
functions from federal to regional level;
- To carry out together with Central committee of trade union of the workmen of national
education and science the constant control for situation with salary and grants paying in
the field of education and analysis of a situation describing a level of social tension in
regional education systems and educational establishments with the purpose of taking by
the Ministry the operating measures for improvement position of students and workers of
educational establishments.
In the field of training, further training and attestation of
pedagogical and scientific and pedagogical staff:
- To complete together with regional education management bodies work on forming and
brought into accord with the currently in force legislation of normative and
organization-methodical base of pedagogical and managerial personnel attestation, and also
filling the positions of a scientific and pedagogical staff in state and municipal
educational establishments;
- To implement system of retraining and regular further training of leaders of education
management bodies managerial and pedagogical personnel of educational establishments of
all levels;
In the field of economy:
- Together with education management bodies of the subjects of the Russian Federation to
continue the Ministry work for normalization of a situation concerning the duly salary
payment to education personnel, including development of coordinated with regional
executive bodies, labor unions, representatives of work collectives, diagrams of
stage-by-stage cancellation of available salary debts;
- To continue development and introducing mechanisms of normative financing of education
establishments; to complete development of system of minimal social standards for the
field of education and indicators of education development in view of including indicators
in designed base of the federal budget for 2000;
- To develop the system of the standards being base for the making budgets of education
establishments and budgets of all education system in view of the economy reform and state
structure;
- To develop and implement mechanisms of target training and forming of regional order on
training of the specialists and scientific and pedagogical personnel in the system of a
professional education with the purpose of opportunities extension of youth training at
leading educational centers of Russia, strengthening of academic mobility and extension of
finance sources of professional education;
- To carry out organizational work for creating the promoting system of graduates
employment of professional educational establishments;
- To develop principles and normative base of differentiation a professional education
establishments in view of the tasks nature solved by education establishments at federal
and regional levels, availability of scientific and scientifically and pedagogical
schools, and material and technical potential;
- To develop proposals for the Government of the Russian Federation on implementation of
educational transfer (address subventions) with the purpose of leveling economic
conditions of educational establishments activity in different regions;
- To take measures on further regulating and developing paid forms of training and system
of paid services in the field of education; to make clear division of services in the
education system on paid and free-of-charge, to define conditions ????????? of services,
mechanism of pricing and system of social support of students and pupils from low-income
families;
- To strengthen direction and differentiation of social support, to extend its forms,
including conducting of experiment for improving mechanisms of educational credit,
educational insurance, to involve) others non-budgetary sources of resources;
- At making budgets of educational establishments for 2000 to take the most of
opportunities of engaging non-budgetary funds on functioning and development of education
system;
- To continue work on optimizing structure of budget recipients in education system,
sequentially to carry out structural modification of network of professional education
establishments in view of requirements and prospects of the country national economy
development;
- To organize work on decrease of creditor debts of educational establishments, to realize
the sectoral program of power-saving;
- To take measures on efficient property control in education system; to draw up the
normative documents providing raise of efficiency of the federal property usage and
protection of property rights of the educational establishments, fixed by the legislation
on education;
- To organize inventory of material base of subordinated establishments and organizations
for its optimization and search of reserves on cutting the maintenance costs;
- To conduct analysis of an industrial and provision infrastructure in the field of
education and to take the complex measures for its further effective activity and
development.
In the field of researches:
- To complete working out of priorities of scientific and scientific and technical
activity;
- To carry out scientific-methodical providing developments connected to state educational
standards, creation of integral complex of teaching literature of a new generation,
estimation of quality education and effectiveness of educational establishments activity,
search of new forms of the teaching and educational process organization with priority of
independent work of students, implementation of the of continuity education principle;
- To provide development of information systems and technologies, telecommunication
networks in educational process, science and scientific service;
- To continue development of an infrastructure of scientific and technical sphere of
techno-parks, business and innovative centers;
In the field of international activities:
- To work out the system of measures on satisfying educational needs of compatriots
abroad, rendering of assistance to foreign educational institutions with Russian as
teaching language and, first of all, in the state-participants of CIS.
The important state policy guidelines in 1999 and subsequent years
remain preventing of crisis processes in education system, taking of pressing measures on
normalization activity of educational establishments of all types, kinds and levels,
organizations and establishments of the system, the perfecting of normative legal and
statistical base, and also providing realization of provisions of the paper "On
measures of the Government of the Russian Federation and Central bank of the Russian
Federation on stabilization of a socio-economic situation in the country", adopted in
November, 1998.
The new impulse of the education system activity and strengthening of
innovative processes, happening in it, should be given the legislative approval by the
Federal Assembly and President of the Russian Federation of the program of education
development, and also development and adoption of the important political paper - National
education doctrine set, on the basis of domestic and foreign experience, the strategic
goals and task of the Russian education system appropriate to dynamical development of all
life spheres of Russian society, its making fresh advances of spiritual, economic and
social development.
