The important state policy guidelines in 1999 and subsequent years remain preventing of crisis processes in education system, taking of pressing measures on normalization activity of educational establishments of all types, kinds and levels, organizations and establishments of the system, the perfecting of normative legal and statistical base, and also providing realization of provisions of the paper "On measures of the Government of the Russian Federation and Central bank of the Russian Federation on stabilization of a socio-economic situation in the country", adopted in November, 1998.

The new impulse of the education system activity and strengthening of innovative processes, happening in it, should be given the legislative approval by the Federal Assembly and President of the Russian Federation of the program of education development, and also development and adoption of the important political paper - National education doctrine set, on the basis of domestic and foreign experience, the strategic goals and task of the Russian education system appropriate to dynamical development of all life spheres of Russian society, its making fresh advances of spiritual, economic and social development.
