Part IV: PROSPECT

The Government of St. Kitts and Nevis has prepared a Long Term Education Plan covering 1998 – 2011. Several recommendations were advanced. Some of them have been addressed already and hence, will not be included in this document. Only those to be addressed will be included. If these recommendations are addressed, the quality of education would improve, and so too would be the physical structure and working conditions.

Early Childhood Development Unit

There are seven recommendations made to improve the Early Childhood Development Unit. These are

    1. That the Resource Centre be expanded and upgraded as a matter of urgent need.
    2. That another Centre to accommodate children (nursery to pre-school) be made available in the West Basseterre Area.
    3. That a Teachers’ Aid be employed in every Government Pre-school
    4. That a heavy-duty photo-copier be purchased for the Early Childhood Unit.
    5. That a new vehicle and driver be provided for the exclusive use of the Early Childhood Unit.
    6. That fire extinguishers be installed in each Government Centre, and that staff be trained to use them.
    7. That a First Aid Kit be installed in every Centre and that staff be given a short course in the use and administering of first aid treatment.

Primary Schools

    1. That a Management and Administration Handbook for use by Principals be prepared. The Handbook becomes and remains the property of the Ministry of Education.
    2. That a Handbook for Teachers be prepared outlining a dress code, rights, responsibilities, expectations, performance standards etc of the teachers.
    3. That the schools collaborate with the local churches and service organisations in a weekly programme of moral and values education, using the morning assembly and other forms of direct contact as the medium of instruction.
    4. That a mechanism be established in each school to provide occasional breakfast to destitute and unfortunate children who leave home without this very important meal.
    5. That a system of accountability be installed in school meals delivery to ensure that all schools receive the same or similar menu.
    6. That the Ministry of Education put in place a mechanism to halt habitual unpunctuality and absenteeism among teachers. The mechanism should include "education" regarding the ills and social cost of the practice.
    7. That space be allocated in each school for the storage of textbooks and that a Textbook Inspector be appointed to service and "watchdog" Government interest in the distribution, care, return and restoration of textbooks.
    8. That the existing Draft Policy on School Maintenance be refined, expanded and put into operation without further delay.

In addition to the above recommendations there were some mentioned earlier in the EFA goals that were not achieved. These are mentioned for the MoE to address urgently. They are

    1. Introduce an Early Childhood Teacher Training Programme at the College Of Further Education (now Clarence Fitzroy Bryant College) Division of Teacher Education leading to a UWI Trained Teacher’s Certificate.
    2. To achieve 100% access, and equity in our Education System.
    3. To strengthen the partnership between the Education Department and Teachers.
    4. Appoint a multi-professional body by 1997 that would provide a comprehensive assessment of needs.
    5. Establish a diagnostic unit.
