Provisional
guidelines for participants
The
consultation aims at ensuring the inclusion of the views
and inputs of the NGO community to the UNESCO strategy paper
Development Partner Cooperation in Support of Education
for All: Rationale and Strategies which forms the background
to the meeting. It is expected that the participants will
have read it before the meeting and that, in its final form,
it will be considered by all partners as the common strategy
for the global initiative.
The
NGO consultation forms part of a process which seeks to:
(1) reach consensus on the conceptual part of the strategy
paper; (2) design actions for implementation of the six
options; and (3) agree on a proposed scenario for the global
initiative in the context of the wider Dakar Follow-up process.
This process takes into consideration the recommendations
at the meeting of the Working Group on Education for All
to both extend consultations to the wider agency environment
and to involve NGOs as important stakeholders. It also includes
a discussion of the Terms of Reference, composition and
timing of the financial sub-committee which was proposed
at the meeting of the Working Group. The meeting will consider
its relevance as compared to setting up a committee with
a somewhat wider mandate.
At
the meeting, there will be two Working Groups organized
around the six elements of paragraph 11 in the Dakar Framework
for Action as follows:
Working
Group 1: (i) increasing external finance for education,
in particular basic education; (ii) ensuring greater predictability
in the flow of external assistance; (v) providing earlier,
more extensive and broader debt relief and/or debt cancellation
for poverty reduction, with a strong commitment to basic
education.
Working
Group 2: (iii) facilitating more effective donor coordination;
(iv) strengthening sector-wide approaches; (vi) undertaking
more effective and regular monitoring of progress in implementing
actions in support of the global initiative.
The
Working Groups are also encouraged to reflect on the Terms
of Reference for the financial sub-committee and on content,
mechanisms and milestones for the global initiative in the
context of the wider EFA process.
Immediately
preceding the NGO consultation is a meeting of experts from
bilateral and multilateral organizations (28 February-1
March 2001). The purpose of this meeting is, similarly,
to reach consensus on the conceptual part of the strategy
paper, design actions, and move towards a proposed scenario
for the global initiative. The outcomes of this meeting
will be presented to the NGO consultation as a starting
point for the work in the Working Groups. It is expected
that the majority of the participants in the agency meeting
will also participate in the meeting with NGOs, allowing
for exchange across constituencies in the EFA movement.
