| I. National
Council of Education and Training (CONSEF) |
| |
|
| 1.1.
CONSEF's Missions |
| |
|
|
To direct
and supervise policies implemented under the Ten year Education
master plan (PDEF), in three directions:
widening
access to basic education for all, at all levels (priority
for universal schooling in 2010) and eradication of illiteracy;
higher
quality education at all levels;
improve
decentralisation of the programme's management and the system
as a whole.
In this
capacity, to endorse the action and operational plans of the
PDEF and check they are properly carried out.

| 1.2.
Composition of CONSEF |
| |
|
|
-- The
Prime Minister (chairman);
-- The
three Ministers with responsibility for education and training;
-- A representative
of the President of the Republic.
-- Ministers
responsible for finance, the budget, economic planning, decentralisation,
health, environment, youth, the family and national solidarity
(or their representatives)
-- The
representative of the committee of financial backers and BREDA.
-- Chairman
of the Association of Presidents of Regional Councils;
-- Two
(2) representatives of employers' organisations;
-- Four
(4) competent and committed members of the general public

| 1.3
How CONSEF functions |
| |
|
|
The chairman
of CONSEF convenes meetings twice a year to examine progress
made in carrying out the programme and to approve annual operation
plans.
It can
hold extraordinary meetings to review matters of its competence
which may also be raised by the chairman;
CONSEF's
secretariat will be provided by one of the ministers responsible
for education and training.

| II NATIONAL
COORDINATION AND MONITORING COMMITTEE (CNCS) |
| |
|
| 2.1.
CNCS's Missions |
| |
| On behalf
of CONSEF: |
| |
-- Coordinating
preparation of the three-year action plans (PA) and the
yearly operational plans (PO) and the relevant budgets;
-- coordinating
and monitoring the execution of these plans whatever their
sources of funding, and according to pre-established performance
indicators.
-- Coordinating
actions carried out by the different public and private
partners at central, intermediate and decentralised levels;
-- Helping officials of the various components involved
to carry out these actions;
--
Ensuring that implementation of the operations plans conforms
to the commitments made with the development partners (especially
concerning funding agreements);
--
Preparing and submitting to partners and decision-making
authorities the programme's activity reports;
-- Checking
that audit reports are produced within the required time,
and taking account of their recommendations;
--
Preparing CONSEF meetings and making sure that the following
year's operational plans will be ready for the annual meeting
of CONSEF which the development partners are invited to
attend.

2.2.
Composition of CNCS
-- Ministers
with responsibility for education (who take turns to be chair);
-- Directors and heads of central departments of the Education
Ministry and university chief education officers.
-- Representatives
of the ministers who are members of CONSEF, head of the national
civic service.
-- Two
boards of education (IA) and two Ministry of Education District
(IDEN), chosen annually by their peers on a rotating basis;
-- Three
representatives from associations of locally elected representatives,
and one each from teachers' unions AGETIP and FNAPES;
-- The
President of CONGAD.

| 2.3
How the CNCS functions |
| |
|
|
CNCS
tailors its activities in line with the needs of the working
groups depending on problems that arise in developing the
programme's constituent parts. It may participate in meetings
held by the CRCS and CDCS.
--The
Department of Planning and Reform (DPRE) provides the CNCS's
secretariat and ensures that tasks identified by the committee
are carried out;
-- CNCS
meetings are convened by the chairman every two months. It
can call extraordinary meetings.

| III
REGIONAL COORDINATION AND MONITORING COMMITTEE (CRCS) |
| |
|
3.1
CRCS Missions
-- The
CRCS is at the regional level the body charged with consultations,
coordination and monitoring actions carried out by the PDEF.
In this capacity it must: o develop educational actions at
pre-university levels;
-- Draw
up and develop the Regional Educational Development Programme
(PRDE); o Mobilise development partners around the PRDE's
strategic objectives;
-- Mobilise
the resources necessary for implementing the PRDE;
-- Carry
out monitoring and internal assessment of the PRDE's actions;
-- Participate
in the development of regional school management and language
programmes, and developing school curricula;
-- Drive
forward and monitor development of the Education Local Development
Plan (PDDE);
-- Adopt
the regional activities programme and the projected budget
of each financial year;
-- Harmonise
the action plans started by the departmental organisations;

Composition of the CRCS |

|
- The
President of the regional council (as chair) and two members
of the regional council, two representatives of the Association
of Mayors and of the Association of Presidents of Rural Councils;
-- IA
(3), the IDEN of the region and heads of the regional service
of which parent ministries are members of CONSEF.
-- President
of the regional federation of Parents Teacher Association
(APE), representatives of teachers' unions, non-governmental
organisations (NGOs);
-- Presidents
of the CDCS, three representatives of the CLEF, representatives
of pupils' and contractor committees.

| 3.3
How the CRCS functions |
| |
|
|
-- The
CRCS is concerned with all matters connected with development
of education in the region and is CONSEF's partner in carrying
out the PDEF.
-- The
CRCS secretariat is provided by the Inspectorate of the académie.
-- The
CRCS sets up and supports any group that can help it carry
out the duties linked to its objectives. These groups may
be called commissions. oThe CRCS holds regular meetings once
a month, convened by the chairman. It can also call extraordinary
meetings.
-- The
CRCS is under control of the Regional Governor who appoints,
by official order, members designated by the local authorities,
the decentralised technical departments, trades unions and
management, and development partners.

| IV.
DEPARTMENTAL COORDINATION AND MONITORING COMMITTEE (CDCS) |
| |
|
| 4.1
CDCS Missions |
| |
|
| The CDCS
is at departmental level, the consultative body responsible
for coordination and monitoring of the implementation of the
PDEF. |
|
|
In this
capacity it must:
Develop
and implement the PDDE;
Participate
in the development of school management at departmental
level;
Drive
forward and monitor educational projects initiated by schools'
and establishments' management boards;
Contribute
to development of the PRDE;
Promote
the establishment of small neighbourhood lower secondary
schools;
Examine
conditions for preparing for the new school year.

Composition of the CDCS |

-- Presidents
of municipal councils and rural councils;
-- Three
representatives of IDEN;
-- Three
representatives of departmental primary school heads, two
lower secondary school principals;
-- Departmental
heads of departments whose parent ministries are members of
the CNCS;
-- Trades
union and management representatives, and representatives
of NGOs.

| 4.3
How the CDCS functions |
| |
|
|
The CDCS
deals with all matters connected with developing education
on its territory;
Its chairman
is a mayor or a president of a rural council chosen by common
consensus by his or her peers, for a period of two years renewable
once.
The CDCS
secretariat is provided by IDEN;
The CDCS
sets up and organises internal working groups and commissions
to help it carry out its duties;
The CDCS
holds general meetings once a month. It can call extraordinary
meetings.

| V. LOCAL
EDUCATION AND TRAINING COUNCILS (CLEF) |
| |
|
|
5.1.
CLEF Missions
The CLEF
are consultative, advisory and regulatory bodies for educational
projects and plans at Commune or Rural Community level. Within
this framework, the CLEF must:
Devise
and set up local educational development plans (PLDE);
Develop
the local school management system and contribute to the development
of PRDE and PDDE, taking account of local needs and school
projects;
Drive
forward and support the functioning of the CGE;
Mobilise
actors and partners concerned with the local educational development
programmes and projects;
Mobilise
the resources necessary for achieving the targets of local
educational development programmes and projects;
Approve
and make a preliminary selection of school projects submitted
by School Management Councils;
Participate
in the workings of the Departmental Coordination and Monitoring
Committee (CDCS);
Develop
action plans for aid and support of children from poor families,
girls and the disabled;
Promote
training programmes for CLEF members and educational teams
at all levels;
Help
with the organisation of mixed ability and double shift classes;
Combat
illiteracy and encourage interaction between formal and non-formal
teaching methods

5.2.
Composition of CLEF
The Local
Educational Council of the Commune or Rural Community is chaired
by the Mayor of the Commune or the President of the Rural
Community. It also includes:
Three
members of the municipal or rural council;
A representative
of each school management council of the commune or the rural
community, or each association of school management committees;
Representatives
of trades unions and management, technical and financial partners
(decentralised cooperation), and five school heads chosen
by their peers on a rotating basis.

| VI.
SCHOOL MANAGEMENT COUNCIL (CGE) |
| |
|
|
6.1
CGE Missions
-- Devise,
set up and assess development projects of schools, lycées
and vocational training centres;
-- Mobilise
actors and partners around the objectives of the school development
project;
-- Mobilise
and manage the resources necessary for achieving the targets
of the school's development project;
-- Support
the introduction of educational and structural innovations
that involving the Reform of the educational system entails;
-- Contribute
to the development of the PDDE and PRDE -- Participate in
the work of the Commune or Rural Community Local Education
Councils;
-- Contribute
to the achievement of the target of quality universal schooling
while rectifying disparities of all kinds;
-- Improvethe
quality and efficiency of the supply of education;
-- Combat
illiteracy and encourage interaction between formal and non-formal
teaching methods.
-- Develop
plans of action of aid and support for children from poor
families, girls and the disabled;
-- Promote
cooperative organisation in each school;
-- Support
organisation of mixed ability and double shift classes;
-- Promote
teacher training initiatives.

6.2
Composition of CGE
A local
delegate (in the communes) or a village head;
A representative
of the municipal or rural council;
Head
of the school ;
Two representatives
from the administrative staff;
One or
more representatives from the teaching staff;
One representative
from the technical and service staff;
One representative
from the teachers' unions;
Representatives
of the pupils, of Parents Teacher associations (APE), NGOs,
Youth movement (ASC), Woman's association, village development
associations.

6.3.
Functions of the CGE
-- The
Management Council elects from its members a chairman for
a two-year mandate, renewable once;
-- The
school head provides the secretariat for the management council.

NB
The practical
details for the functioning of these different bodies will
be laid down by official order.
Each
body can take on as necessary any other responsibilities or
services which will help it carry out its duties.
