The achievement of Education for All goals (EFA) and targets, by the year 2015, constitutes a great challenge for all Arab States in terms of development, social justice and quality of life. 

The strategy is to support Member States in preparing and implementing their National EFA Plans; Provide technical assistance for the development and/or reinforcement of National education sector plans for the achievement of EFA goals; Provide capacity building services within the ministries in charge of education and training as well as for the benefit of various national stakeholders; and to assist in the mobilization of external resources for the reform and development of educational systems.
