Conference of Parties

The Conference of Parties (CoP) is the plenary and supreme body of this Convention.

Once a country has ratified the Convention and it has entered into force, it becomes a member of the Conference of Parties, which shall meet in ordinary session every two years, as far as possible, in conjunction with the General Conference of UNESCO.

It may also meet in extraordinary session if it so decides or if the Intergovernmental Committee receives a request to that effect from at least one-third of the Parties. Observer countries, representatives of international organisations and civil society can participate in the meetings of the Conference of Parties as indicated in its official Rules of Procedure.  Article 22 of the Convention outlines the main responsibilities of the Conference of Parties.

    Participation of intergovernmental and non-governmental organizations to the session of the Conference of Parties

    In accordance with Rule 2.3 of the Rules of Procedure of the Conference of Parties, intergovernmental organizations other than those referred to in Rule 2.2 and non-governmental organizations having interests and activities in the field covered by the Convention, may be invited by the Conference to participate in its work as observers, at all its sessions, at a single session or at a specific meeting of a session upon written request to the Director-General of UNESCO.
