François Leclercq

Research Officer

François Leclercq is a development economist with a specialisation in the economics of education and educational policy analysis. After graduating from the Institut d’Études Politiques de Paris (Sciences Po), he studied international economics at the University of Mannheim (Germany) and received a PhD in economics from the University of Paris I (Panthéon-Sorbonne). His dissertation focused on India and included both econometric analysis of the determinants of school participation and qualitative fieldwork on the functioning of rural primary schools. He was a member of the Global Monitoring Report  team between 2004 and 2006, and joined back in December 2008. Other work experience includes consultancy for the Soros Foundation and for the French Ministry of Research, leading to the publication of a book co-written and co-edited with sociologist Christian Baudelot, comparing the analysis across social sciences of the impacts of education.
